Educational Update 2013-2014 School Year • PA Academic Standards/PA Core Standards • PSSA/Keystone Exams • Teacher Evaluation/Educator Effectiveness
Academic Standards Chapter 4 of the PA Code: “The academic standards describe the knowledge and skills which students will be expected to demonstrate before graduating from a public school.”
Pennsylvania Standards PA schools must have Planned Instruction in the following areas:
Common Core State Standards Chapter 4 of Public School Code:Common Core State Standards—Academic standards for English language arts and mathematics developed through a Nationwide, state-led process coordinated by the National Governors Association and the Council of Chief State School Officers and in collaboration with teachers, content experts and other education stakeholders. The standards define the knowledge and skills students should have within their K-12 education careers so that they will graduate high school able to succeed in entry-level, credit-bearing academic college courses and in work-force training programs.
Pennsylvania Core Standards PA Core Standards adopted in: • Mathematic • English/Language Arts. Supplements: • Reading and Writing in Science and Technology (as an appendix to the state standards for science and technology) • Reading and Writing in History and Social Studies (as an appendix to the state standards for history).
PA Core ELA/Literacy: 3 shifts • Building knowledge through content-rich nonfiction • Reading, writing, and speaking grounded in evidence from text, both literary and informational • Regular practice with complex text and its academic language
PA Core Mathematics: 3 shifts • Focus: Fewer standards in each grade, but each requires students to work more deeply. • Coherence: Students apply concepts across grades, and link to major topics • Rigor: Students pursue conceptual understanding, procedural skill and fluency, and application
Keystone Exams • End–of-course assessments in designated content areas • Serve two purposes: • (1)High school purposes – final exam • (2) High school accountability assessments for federal and state graduation requirements for students beginning with the graduating class of 2017
Graduation Requirements Beginning with Class of 2017: • Pass Keystone Exams in Literature, Algebra I and Biology or Pass associated AP Exam • All students who do not qualify for alternative assessments through the IEP process must attempt each of the three Keystones • Students who do not demonstrate proficiency on a Keystone Exam must be provided remediation before making a second attempt to pass • Students must attempt to pass by the end of their junior year or move to a project-based assessment • Demonstration of proficiency in all other academic standard areas not assessed by the State • Chief School Administrator may waive graduation requirements on a case-by-case basis for a student who was not successful in completing graduation requirements or for extenuating circumstances. Each district must submit a report to PDE annually indicating the number of waivers issued. More than 10% requires Action Plan to resolve academic issues impacting students.
Educator Effectiveness • PDE began Educator Effectiveness project in 2010 • Purpose: Develop a model that will incorporate those attributes that are most critical to the way teachers, non-teaching professionals, and principals are evaluated • Provide training tools for professional growth that provide support as part of a fair evaluation process • Timeline: • Classroom teachers – implemented July, 2013 • Non-teaching professionals and principals – to be implemented July, 2014
