PNC Elections Components of the PNC Electoral Framework • Presidential Decree • Issued on 11 August 2007 by Mahmoud Abbas as the President of the Palestinian National Authority (PNA) and Chairman of the PLO’s Executive Council; introduces proportional system for elections in the PLO • Bylaw on the Elections of the Palestinian National Council (DRAFT) • Third version of the draft; to be ratified by the ratified by the PLO Executive Committee. • General Elections Law of 2007 • Provides framework for election administration in the West Bank and Gaza
PNC Elections ELECTORAL SYSTEM & SYSTEM OF REPRESENTATION • Proportional system • 2 districts: 1 for the Palestinian Territories and one for Diaspora • 450 representatives: 400 elected directly and 50 others appointed
PNC Elections ELECTORATE & ELIGIBILITY • GENERAL ELECTIONS: • open to the general Palestinian public, no restrictions to PLO members • eligibility almost identical to general elections law requirements • the main difference is voting of Diaspora • DIASPORA • the whole world – minus Jordan • Israeli citizens NOT excluded, but voters must register where they live.
PNC Elections CANDIDATES & ELECTORAL LISTS • NO RESTRICTION as to who has the right to register an electoral list; anyone can do it, not just the PLO factions • List must “recognize the PLO as the sole legitimate representative of the Palestinian people and comply with its political program and the Declaration of Independence “ • Women guaranteed places in the list
PNC Elections AUTHORITY & ADMINISTRATION OF ELECTIONS • THE PLO EXECUTIVE COMMITTEE: • Calls elections and establishes Supreme Supervision Commission • THE PALESTINIAN CENTRAL ELECTIONS COMMISSION • Conducts elections in the Palestinian Territories according to the General Elections law from 2007 • THE SUPREME SUPERVISION COMMISSION • Conducts elections in “Diaspora”
