Summary ‘Missed Opportunity’ Scenario • The relationship between the private and public sectors has been clarified and the government adopts a facilitating role to ensure that the private sector can thrive within an enabling and stable policy framework. • There is a common vision and the Sector has expanded to include the wider location information community. • Government keeps a light regulatory touch on the Sector.

Summary ‘Missed Opportunity’ Scenario • Government’s open data policy is strategically driven and continues to effectively support information needs of the citizen. • Government is still responsible for delivering core reference geographies and has increased its value-added services capability to meet growing demand to help solve complex horizontal policy issues.

Summary ‘Missed Opportunity’ Scenario • The private sector is slow to react to the government’s reposition in the Sector, slowed down by a lack of capacity in the Sector, a limited understanding of the requirements for specialized value-added location information services to both consumer and business markets and an inability to gain consensus across the private sector.

Summary ‘Missed Opportunity’ Scenario • The lateness of the private sector’s response allows the global location information service players to increasingly take control of the Sector, significantly reducing the effectiveness of the Canadian Geomatics Sector. • This late and uncoordinated entry into new markets jeopardizes the competitiveness of the Sector.

10. Summary ‘Missed Opportunity’ Scenario • Public sector is disappointed by the weak response to the challenge by the private sector and becomes more ambitious in its plans to support the consumer and business in the Geomatics market.

11. Summary ‘Missed Opportunity’ Scenario Outcome: • The overall Canadian Geomatics Sector does not collaborate effectively and the private sector’s slow reaction to the government’s repositioning leaves them exposed to global competition. The public sector is ambitious in filling this vacuum and their initiatives are increasingly unsustainable. This late and uncoordinated entry into new markets jeopardizes the competitiveness of the Sector, leading to reduced government support.

12. Breakout SessionReview Scenario Objective: • To review and improve the draft scenario provided and to determine the events shaping the scenario. Approach: • Use the drivers of change associated with the two axes of uncertainty to refine and improve the draft scenario. • Identify the sequence of events shaping the scenario (max 8). • Use the template provided to define the scenario. • Where consensus can’t be reached quickly within the group then just document the disagreements.

Breakout SessionReview Scenario Organisation: • There will be 4 separate groups for the breakout session. • You have 1 hour. • Each group needs volunteers for chair and rapporteur. • Use paper flip charts and template to document proposed changes. Feedback: • Rapporteurs will provide feedback (5 minutes) on proposed changes to scenario and associated events. • We will try to combine all the changes from each group into a common scenario for the Round Table.
