Context and Rationale • The MDGs were created in 2000 as a concrete means to help improve the lives of poor people. • With 6 years left to 2015 progress is mixed. • Need to move faster, galvanize support from all segments, and keep the Goals high on political agenda. • Citizen involvement and public accountability are essential to achieving the MDGs • Need to think strategically about how to reach desired outcomes
Advocacy and Social Mobilisation • Advocacy: variety of means available for influencing decisions that effect people’s lives • Two complementary levels: policy influence and citizen empowerment • Increase transparency /accountability – responsive/inclusive policies • Strengthen civil society capacity to organize and act for change • Social Mobilisation: Building strategic alliances with a wide range of actors who can give support to policy outcomes • Join hands with civil society partners • Increase outreach and coverage • Increased legitimacy and credibility
MDG-F Advocacy Strategy Goal: Accelerate progress on the MDGs by raising awareness, strengthening support and action and increasing citizen engagement in MDG policy and practice. Outcomes 1. Increased awareness and support for the MDGs and the Fund 2. Programmes leveraged for increased MDG results and citizen engagement in MDG-F and MDG processes is strengthened; and 3. Improved accountability and transparency towards all partners
Objective 1Increased awareness and support for the MDGs and the Fund INTERVENTIONS • Strategic partnerships with the media • National and local level awareness raising: key events • Joining hands with select civil society organizations on MDG advocacy • Working with UNCG for joint MDG communications
Objective 2Leverage programmes for increased MDG results INTERVENTIONS • Document good practices, facilitate knowledge sharing and use for scaling up and advocacy. • Strengthen civil society organization and participation • Encourage national appropriation of positive policy frameworks
Objective 3 Achieve greater accountability and transparency INTERVENTIONS • To all partners, including Governments, citizens and donor- access to information and opportunities to participate and influence decision making • Ensure clarity and consistency of outcomes sought, messages transmitted • Build the identity of the MDG-Fund and ensure appropriate visibility: logos and materials
Integrating Advocacy into programme interventions • Think about advocacy and partnerships strategy as the “how” of your JP: stems from outcomes • Draw clear messages from your desired policy impacts (JP outcomes) and use them through different channels • Identify, broker and support strategic partnerships with wide range of actors from religious groups to private sector: different voices same message • Remember that JPs attempt to contribute to national priorities and are not stand alone islands
