Direct payment in Poland • SAPS – Single Area Payment Scheme • CNDP – Complementary National Direct Payments • SAPS + CNDP – apply nearly 1,5 million applications per year • Payments in areas with handicaps (LFA -Less Favoured Areas ) about 700.000 application forms each year eFarmer Central European Conference 2007
SAPS – Single Area Payment Scheme Farmers get money support for owning agricultural land and forage area – they do not have to provide any products. Farmers are only obliged to keep their land in good environmental and agricultural condition. • Documents required from farmers: application form • Period: annual • Documents issued : decision • Payment: single • Commitment : 1 year eFarmer Central European Conference 2007

ARMA’s Internet Platform ARMA’s Internet Platform is asecure web-based application usage of which is free. Claim submissionfunctionalities: • Internet Platform enables claiming submission for payment by using SAPS CNDP and LFA scheme • Data is filled automatically where available • Application form is checked automatically • Agricultural and cadastralparcelsvisualizations (using GIS) are provided • Parcels measurements are presented eFarmer Central European Conference 2007

Pilot Project Assumptions: • Project uses IACS live system • Users chosen by KRiR – possibly future eFarmer users and farmers’ advisors • Due to problems caused by current regulations related to electronic signature farmers were obliged to print, sign and send the required form by post. Beginning from the year 2008 Polish law will be modified so electronic signature will be allowed eFarmer Central European Conference 2007

Pilot Project Identified problems: • Difficulties with Java environment installation • Complicated safety rules for creating users passwords cause authorization problems • Lack of possibility to record data introduced to forms that was not followed by claim submission (not saved) • Problems with printing of application form • Problems with contacting ARMA help-desk eFarmer Central European Conference 2007
Pilot Project Results: • Farmers who applied via Internet by using submission forms got their payments without problems already • Experiences and knowledge gathered to be used in the future • Bugs and issues found in electronic platform fixed • Improvement of procedures and help-desk service eFarmer Central European Conference 2007

Pilot Project Conclusion: It is certain that part of farmers would not manage to fill the application form via Internet which is why farmers’ advisors and eFarmers role is so important. Apart from the application that supports the process of filling the form, simple forms should also be provided. They should be as similar as possible to thepaper version.
