Less than 500 fatalities! • For the first time since 1950, Sweden has succeeded in bringing the death toll down below the 500-line • All areas of road safety are showing favourable trends except for fatalities related to alcohol and other drugs and to motor-cycles
Reasons for improvement • Lower BAC limit • Increased random breath testing • Intensified attitudinal work • Stiffer penalties
Reasons for deterioration • Increased alcohol consumption • Less random breath testing • Less attitudinal work • More lenient penalties
Increasing alcohol consumption • 1996 Swedes (older than 15) drank 8 liters of pure alcohol per person/yr • 2004 consumption had increased to >10.5 liter
Total consumption vs DWI An increase of 1 liter yields 11% more DWI An increase of 1% yields 0.6% more DWI
FATALITIES An increase of 1 liter yields 8% more fatalities
The no. of deaths caused by alcohol intoxication has increased 1998 – 2001 by60%
The no. of people treated for alcohol intoxication was doubled between 1998 and 2001
Young people, aged 15-19/100 000, treated for acute alcohol intoxication
Despite this knowledge… • Sweden will probably be ”forced” to lower alcohol taxation by ~ 40%
