Annual Meeting with Managing Authorities of Cross-Border Cooperation Programmes KEEPFrom DATA to INFORMATION 25 October 2011 |Brussels
KEEP Information Tool WHAT IS KEEP ABOUT? • There are diverse expectations on KEEP coming from very different stakeholders • KEEP can provide information on several levels: • Basic level - overview on Projects, Partners, Themes • Advanced level - statistics KEEP is a mighty Information Tool / Searchable Database on funding periods 2000-2006 and 2007-2013
KEEP Information Tool WHAT IS KEEP FOR? • Relevant questions that CAN be answered by KEEP: • HOT SPOTS in EUROPE – for all dimensions “Projects”, “Partners”, “Themes”, “Keywords” • Overlapping regions – preferences for one cooperation area • Preferences of one region for a specific “Theme”, “Keyword” • Financial contributions per “Theme”, “Keyword” KEEP can contribute with information to burning questions, but cannot substitute in-depth analysis.
KEEP Past Past • KEEP was announced at a very early stage (March 2009) • Very basic functionalities and rough project data were prepared in late 2009 and early 2010 (due to limited financial, administrative and human resources, no intense work could be implemented) • KEEP was presented as a “prototype” (May 2010) • Consolidated KEEP was developed during the 2nd half-year 2010 and early 2011 towards a full operational system • As from March 2011, the operational KEEP is put online under http://www.territorialcooperation.eu
KEEP System CURRENT STATUS – The KEEP system • KEEP system has been fully developed in its 3 relevant elements:
KEEP Database KEEP Database (content-side) • Completion of Data collection for Transnational and Interregional Programmes (only few Programmesmissing) • Since spring 2011, data collection for • Cross-Border Programmes • So far inserted (all strands) • more than 30 Programmes • more than 2.500 Projects • more than 22.000 Partners
KEEP Database KEEP Database (technical-side) • Semi-automatic Validation Template developed to enable format checks on the project and partner data. Necessary tool to harmonisethe format of data • Import Tool developed for an extremely fast upload of the information included in the Validation Templates • As a result, the time needed for complete insertion of all data from a Programme has been reduced from about 2 days to five minutes • The Import Tool enables to import data in many different languages
KEEP Mapping KEEP Mapping • The Mapping in KEEP is based on Google maps, and allows to visualisethe location of Lead Partners and Partners • As a result, precise information on all Partners down to the street level can be provided (several zoom-levels) • However, the relationship between the mapping system of KEEP and the data quality was the most under-estimated part. It turned out that very precise data must be available, and often manual updates are needed The Mapping system reflects the variety and diversity of EUROPE, but also its challenges.
