www.cherplan.eu/ The challenge Cultural Heritage (CH) sites often face the dilemma between the loss of cultural values and hence the loss of identity, due to non-sustainable growth, and economic decline and emigration, due to inappropriate infrastructure and high cost of living
www.cherplan.eu/ The goal CHERPLAN aims to provide a strong basis for ensuring compatibility and synergy between CH conservation and socio-economic growth by fostering the adoption of a modern Environmental Planning approach across South East Europe (SEE). Specifically, the project attempts to promote the notion of cultural heritage as a central development factor in the local economy.
www.cherplan.eu/ The methodology • The Environmental Planning approach, which tries to integrate traditional urban/spatial planning with the concerns of environmentalism so to ensure sustainable development. • Cultural Site Management Partnerships, set up in the selected CH sites, so to promote efficient participatory management of Cultural Heritage sites.
www.cherplan.eu/ The tools • Studies and Analysis • Web-GIS Platform • Trainings • Workshops • Pilot Actions
www.cherplan.eu/ Expected Results • Environmental-friendly joint approaches and new techniques in planning and managing historical sites; • Compatibility and synergy between preservation of CH and socio-economic development; • Elaborating a shared transferable EPM Model applied to CH sites in participating countries and exportable; • Managing conflicting uses and interests and balancing different actors’ demands (economy, citizens, tourists, property owners, farmers, conservators and conservationists) • Sustainable development of historical towns by stimulating job creation, professional improvement, transfer of know-how, and enhancement of life quality.
www.cherplan.eu/ What we have done • Analysis of regulatory frameworks and existing planning tools; • Analysis of CH sites; • Environmental Planning Concept; • Supporting GIS Platform; • Prototype Maps; • SWOT analysis; • Establishment of Cultural Site Management Partnership; • Report on “hit and run” tourism;
www.cherplan.eu/ What we are doing • Strategic Assessment of the Sites; • GIS mapping; • Managing the CSMP and the participatory process so to define scenarios; • Drafting Environmental Management Plans of the CH sites; • define a trasferable EP model of CH sites for the economic revitalization of CH in SEE countries.
www.cherplan.eu/ The Pilot Projects A Pilot Project will be implemented in each country. Different types of CH Sites and environmental settings have been selected, in rural or urban areas, included into UNESCO World Heritage Sites List or Tentative List, and featuring different problems/assets. In these areas the EP Concept (by BOKU-SIG) will be tested by practical application referring to specific site conditions. SWOT Analysis, Action and Business Plans aimed at providing concrete responses and investment for the identified needs will be prepared, thus building a shared vision and consensuson future actions.
