A Vision for Higher Education in Massachusetts Purposes of the Vision Project • To focus the work of the Department of Higher Education • To unify the work of our public campuses • To actualize the Board of Higher Education’s responsibility to set direction for public higher education • To draw attention to our most important contributions to the Commonwealth • To inspire excellence in our educational work

A Vision for Higher Education in Massachusetts Implications of the Vision • Define a limited set of educational outcomes reflective of the vision • Attach top priority within DHE to achievement of outcomes • Identify metrics to track progress on outcomes • Compare achievements annually with other states • Highlight progress in Performance Measurement Report

A Vision for Higher Education in Massachusetts Preliminary List of Vision-Linked Outcomes • Massachusetts will be a national leader in: • College-going rates of high school graduates • Graduation (or student success) rates among public campuses • Production of graduates in key areas of workforce need • Performance of public college students on normed, national assessments of learning • Percentage of adult (or working age) population with college degrees or certificates • Absence of disparate outcomes among different ethnic/racial, economic, and gender groups

  6. A Vision for Higher Education in Massachusetts The Challenge of Funding • We must make the case for state support based on importance of outcomes. • We must aggressively seek additional sources of funding. • We cannot let financial challenges defeat our aspirations.

  7. A Vision for Higher Education in Massachusetts Next Steps in the Vision Project • Extend process of consultation with campus leaders • Refine list of vision-linked outcomes and related metrics • Seek formal BHE endorsement of project • Initiate review of DHE’s Performance Measurement System
