2. MPB (MICE Project Board) Summary • Inaugural MPB meeting was held on 24th September • Chair is Steve Peggs of BNL • Formal written feedback from MPB is awaited • Main points below, based on our notes only: • Management of the international project is much too light • The UK project is in good shape • The major international deliverables need understanding better as they are the major schedule drivers • MPB requested a revised top-level MICE schedule by mid-December, 2010 • Which incorporates ‘at-a-glance’ dates for the major subsystems • Necessarily adaptive approach to project organisation is welcome and seems to be working

3. Project Board Summary • Concept of a ‘Magnet Co-ordinator’ unanimously endorsed • UK project management should be reinforced to backfill extra international PM effort • PM needs to be able to trust his inputs to the schedule • MICE does not have a solid Project Management structure in place • RF testing in CERN magnet was recommended • Milestone slippage due to skills/people shortage acknowledged as a real project risk • None of this is really news to us

4. Re-organising the UK Project • Very tentative discussions started, main difficulty is availability of people and competition from other projects (surprise!) • But it might look like this: • International: PM – AN • Magnet Coordinator – RP • Integration Engineer – JST • UK: PM – TH/IW • System Engineer – TH/IW • Project Associate – AL • DL PM - AG • This fits with the model proposed to us last year by Gary Rae of UKATC

5. Run date: Where we were last PSAG……… m Sep-Dec 2009 STEP I This is where we hoped to be NOW STEP II Q2/Q3 2010 Schedule under review, directly dependent on S/Sol. Aim to be ready with Step IV in Q2, 2012. Still rather controversial, much discussion to be had – begin at CM28 STEP V 2012 STEP VI 2013

6. Schedule • Not much to say: • Concept of ‘Straight to Step IV’ was just about accepted at CM28 • That is, Steps II, III and III.1 are deleted on the basis that their scientific goals can be met by an adaption of Step IV • Critically dependent on Spectrometer solenoid delivery • Schedule for above expected by 1st December • Report new top-level schedule to MPB by 15th December

7. Spectrometer solenoid Update • Rather complex, five stage review of repair plan in progress – quite encouraging though: • 27th October – Preview held – agree review charge, presentations from SS team • 10th November – Reviewers meet and formalise request for any additional information/questions to SS team • 17th November – Response to above from SS team • 26th November – Reviewers conclude • By 1st December – formal closeout • Heat loads are now better understood • Drawings and schedule being made now • SS manpower being reinforced • 5+1 CCRs layout looks likely

8. Space, people and substation • Space: • Ever more likely that three magnets will arrive at RAL more or less at once in 2011 • MICE has part of R9, but will need much more for parallel pre-integration of AFC/Spectrometer modules – or another building...? • Have registered a request with the various STFC accommodation committees, but little feedback received • Will need help to carry this discussion upwards very soon • People: • Matt Hills and Andy Moss are key to progress with LH2 and RF, but they cannot give enough time for MICE • They need more time in order to delegate more effectively • Simply providing people underneath them to help is only a partial answer

9. Substation upgrade • Good progress recently: • Tender specification is written • Three potential contractors selected • Does not require OJEU tender action • DL staff fully involved in process - they co-wrote the specification • Timetable: • 26/11/10 – submit tender invitations • 17/12/10 – receive tenders • 14/1/11 – place contract • Q2/3, 2011 – installation period
