Provides and strategies and recommendations to support affordable housing in Albemarle County. Current policy Defines affordable housing as: ‘houses affordable to…the County population that have household incomes at or below 80% of area median income’.
Current policy Five policy objectives: • Safe, decent, and affordable housing options • Housing choice and equal housing opportunities • Safe, high quality, sustainable neighborhoods • Meeting housing and services needs of diverse population • Direct assistance towards households most in need Five strategies • Regulatory and administrative functions • Set targets for affordable housing development • Long-term affordability • Private sector partnerships • Additional resources
Why a housing policy update? • 2019 Comprehensive Regional Housing Study and Needs Assessment identified: • 10,700 cost burdened households • Every 3 out of 5 households with income at or below 50% AMI pay more than 50% of their income for housing • The number of cost burdened household in Albemarle County is expected to increase by approximately 34.3% by the year 2040 • To meet current and future affordable housing needs, additional tools are needed for the County’s ‘affordable housing tool box’
Process • Three-steps: • Community engagement • Policy recommendations • Creation of an implementation strategy
Community engagement Five engagement tools: • Advisory committees • Focus groups • Community meetings – partnering with the TJPDC where appropriate • Learning • Listening • Solutions • Public comments on draft policy • Web page • Meeting materials and summaries • Housing information • Updates on process • Ways to provide comments/feedback • Resident questionnaire – TJPDC regional effort

Timeline June-August 2019: Develop materials, workplan, web page December 2019 – March 2020: Policy and strategy development September – November 2019: Community engagement April 2020: Joint work session with Board of Supervisors and Planning Commission
Timeline May – June 2020: Public comment period August – September 2020: Present draft Housing Policy and Housing Strategy to Planning Commission and Board of Supervisors for approval June – July 2020: Finalize policy/strategy recommendations
Planning Commission feedback • Additions to Stakeholder Advisory Committee: CAT/JAUNT, PVCC’s Workforce/Self-sufficiency Program, service sector employer, CACF, Employee Relations Program, JABA, Shelter for Help in Emergencies (SHE) • CAT/JAUNT added to Technical Advisory Committee • PVCC, service sector employer, JABA, SHE, Employee Relations Program included in appropriate focus group discussions • Additional research/data/information needs: best practices in housing; changes in assessment values; number of lost units; proffer unit data; alternative housing types; community land trusts; land banks; impact of real estate investors, housing supply • Data collection/analysis part of background work to support policy update • Best practices/alternative housing types/community land trusts/land banks will part of discussion around solutions to housing affordability • Definitions of affordable and workforce housing • To be determined through policy update process • Timeline: will miss two budget cycles, need to shorten • The level of community engagement proposed in the workplan is anticipated to take approximately three months to complete. Staff believe this level of engagement is necessary to ensure the final housing policy is responsive to community needs.
