4. Toll Gate Reviews Remember, the Toll Gate review is a process that allows the team and sponsor to assess the status of the project.
Tollgates provide a structure to:
Assess implementations
Ensure capability to sustain the gains
Continue improvements beyond implementation
Typically the team prepares the project documentation and presents to the project sponsor.
The next pages provide a guide for things to consider for the Control Toll Gate.
5. Typical Questions for the CONTROL Phase Describe the implementation plan. How will the plan be monitored to ensure its success? Who is accountable?
What are the potential problems with the plan? What are the contingency plans?
How was the pilot test evaluated? How representative was it? Do we need to reiterate the pilot?
What control plans have been developed (scorecards, dashboards, measuring plans)? What is being measured? Are operational procedures designed?
How are control charts being used?
What is being measured? Is the improved process stable (no identifiable causes of variation)? What evidence do you have that would indicate the process is “in-control”? How well and consistently is the process performing?
Is a response plan in place when the process measures indicated “out of control”?
Is accountability established for keeping the process performance high and continuously improving?
6. CONTROL Phase Questions (cont.) Who is the process owner? How will the responsibility for continued review be transferred from the improvement team to the process owner? How frequent are the reviews?
How has the process been standardized? How have you documented the process changes?
What is the new process sigma? Did this meet the target? Is it sustainable?
Was the improvement target achieved? If not, is there an understanding of why? Did we check back against the cost/benefit analysis?
Have opportunities to replicate successful changes been identified for best proactive sharing?
What went well and could have gone better in the project? (project pluses / deltas)
Have the Control phase deliverables specified in the work plan been created using the appropriate tools?
How has the training plan been revised from the Improve phase? How has training been conducted to assure understanding of the process changes? How effective was this training? What continuing issues does your team need to address in the area of training?
7. CONTROL Phase Questions (cont.) What is the communication plan for implementation? How will your team use communications to manage this change, minimize resistance and mobilize stakeholders?
Based on your implementation and communications with key stakeholders, what are the barriers to successful change? How do you plan to address them? How are your actions to overcome barriers reflected in your implementation plan?
Was the solution tested on a small scale? How representative was the test? How are your learnings from the pilot integrated into the implementation plan?
How does the final implementation impact on strategy? What gains or benefits have we realized from implementation? How can we replicate the improvements elsewhere in the organization?
Are the metrics being used to run the business?
What did the team learn from the project? What are the best methods to share the learnings of the team?
How can we continue to refine the process? What is the next problem that should be addressed in this process? How does it align with our strategy?
