2. Context for the regionWhere emissions come from? AGRICULTURE Domestic livestock (methane produced from intensive livestock), Rice cultivation (nitrogen fertilizer use (20% of global use), methane emissions from fermentation of organic matter in flooded rice paddies) Grassland burning Agricultural residue burning Agricultural soils (almost entirely A and B) LAND USE CHANGE AND FORESTRY Change in forest/woody biomass Forest/land use change (mostly clearing of forests and draining of wetlands)

3. Context for the regionImpacts of Climate Change • The main impacts of CC in the region are: • More frequent and severe floods and droughts • alternately occurring each year. • Sea intrusion and salinization of soils along coast line. • Temperature continuously increasing. • Erratic rainfall. • Results in a number of adverse impacts to the economic system, environment and the livelihoods of people, especially living from agriculture (e.g. more than 80% in Lao - • significant adverse effects on Lao PDR’s socio-economic development, especially agriculture, forestry, water and water • resources, public health, energy and people’s livelihoods (income, employment, food security and nutrition).

4. Issues with Climate Changein AFOLU • Many factors are at play when talking about mitigation/adaption for AFOLU: • Cost of such measures, • Carbon remuneration, • Uncertainty of results, • Difficulty to convince local population to change practices, • Difficulty of going large scale on multitude of projects, • Adaptation vs mitigation, • Among others.

5. Objectives and tasks of the session Objectives: Analysis of constrains and opportunities to mobilize resources for SLM using Climate Change financing mechanisms. The aim is to understand  the criticisms and difficulties that you may have encountered on projects and whether they were mostly related to the financing of projects. • Tasks: • Identify 4 to 5 main climate change (mitigation and adaptation) activities and initiatives related to Sustainable Land Management (SLM) for which your institution is involved.

6. Practical aspects of the session • Tasks: • 2. Analyze the general contribution to the activities/initiatives listed above from international bodies and organizations (in particular from Global Mechanism (CCD) and FAO if relevant). Describe the contribution and in your opinion is it a strong, average or weak contribution? Why ? (+/- 30 minutes)

7. Practical aspects of the session Tasks: 3. Identify the main constrains and opportunities which hinder or improve the resource mobilization for SLM using the climate change finance mechanisms and prioritize the main three ones. (+/- 30 minutes)

8. Workshop groups structure • Break out in 4 groups / one per country, • Each group will comprise : • One coordinator organizing the discussion within the group (voted) • One secretary taking notes (voluntary) • One/two pear person (FAO-GM person) ensuring that the group understands what they are expected to produce.
