Data Due Date • Wednesday - September 30, 2008 by midnight
Federal Expectation • Target is 100% compliance • Compliance expectations: • Seamless transition • Eligibility determined by 3rd birthday • IEP in place or IFSP adopted by 3rd birthday • No loss of services during transition • Report EC transition data to the SDE annually
Late Transitions • Check reason for delayed transition • Parent • Example: Parent refuses consent for evaluation, does not make child available, fails to access services • Infant Toddler Program • Example: Provides notification too late • School District • Example: Inadequate staff, no SLP, etc. • May also send email to SDE to explain unusual circumstances
Process • Step 1: Pull files of students who came from the Idaho Infant Toddler Program between July 1, 2007 & June 30, 2008 • Child’s birth date must be between July 1, 2004 and June 30, 2005 • Step 2: Eligibility Report or IEP/IFSP adoption date on or prior to the child’s birth date? • Step 3: Check to see if services began as written on the IEP. • Step 4: If late, how many days late? • Step 5: Why was it late?
Data submission to the SDE • Report Accurate Data • 100% of student files (not a sample) • Every school district must submit a report (report “0” if the district doesn’t have any students transition)

Scenario 1 • 5 children whose birthdays fell between July 1, 2004 and June 30, 2005 were referred from Part C Infant Toddler Program • 3 of the 5 were found eligible for school services • 2 were NOT eligible • Of those found NOT eligible, 1 eligibility decision was delayed because the parent had to travel with his job and was unavailable until 2 days after the child’s 3rd birthday.
Record the Data 5 referred 2 NOT eligible – 1 on time Auto populates with 1 late and 3 eligible 1 transition was 2 days late: put a 2 in both boxes Reason: Dad on the road
Story Behind the Data • Districts will be required to send narratives to explain reasons for delays for timely transitions • i.e. Family is in the process of moving to a new district so they chose to wait to start services until they were settled within the new district boundaries. • i.e. IEP was not implemented as written because district could not find speech language pathologist to contract with.
That’s My Story & I’m Stickin’ To It! • Stories are required for any transition over 30 days late • Encourage a story to explain “other” • Title it: “EC Story” • Email to: MBWells@sde.idaho.gov
No EC Referrals? • Form defaults to all zeros. • Just click “Final Submit” • Fill in contact information • DONE!

Accurate Data • Child did not reside in the district on their third birthday. • Child received services from ITP from another state. • Districts did not give themselves credit as having a plan in place when eligibility had been determined and the team agreed to adopt the IFSP. • More answers in Q&A on opening page of this data collection site
