Technical Assistance elements • Political will • Early case detection, treatment, secure drug supplies, M&E, ensured finance (the DOTS strategy) • TB/HIV, M/XDR-TB, vulnerable populations • Health system strengthening, based on primary health care • Engage all care providers • Empower people with TB and communities • Enable research and development

Technical Assistance functions • Assessment – define the gaps, priorities, and risks, • Strategic planning, • Improvement of national norms & policies, • Mobilization of resources – capacity building, proposal writing, meeting GF requirements, • Management – including mobilising and managing TA.

What TBTEAM is • A platform for coordination of technical assistance to countries • Global coalition of the Stop TB Partnership coordinated, hosted and administered by the Stop TB Department of WHO • 70 established National TBTEAMs (Requesting TA from within existing national coordination body) • 35 partners • Financial support: USG (through USAID), WHO core funds, Spain, UNDP, Gates, Sweden • Global Fund TB grant related support: • Proposal preparation, 50+ countries per round • Grant negotiation, implementation, 2007-2010, 350+ missions

  5. Inclusion of corporate sector Partners, including the corporate sector can be included at any level 1. National TBTEAM 2. Regional TBTEAM through identifying TA needs and plans 3. Global TBTEAM through funding and providing expertise for all technical areas

TBTEAM Functions • Operating at 3 levels • Global • Enables access through web platform • Encourages collaboration • Promotes available expertise and facilitates planning for TA according to needs • Complements Regional and National TBTEAM, which take the lead on partner coordination, TA planning and identification of funding for TA • National TBTEAM • Identifies TA needs and gaps at country level ensuring these needs are met through TA planning and coordination based on sound technical discussion by all partners • Regional TBTEAM • Supports country capacity • Encourages countries to develop and upload national TA plans • Enters and updates the TBTEAM website, check validity and accuracy of data 1 2 3

TBTEAM enables: • Better control over technical assistance mission planning • Ability to track missions and view possible scheduling conflicts in countries • National partners to view technical assistance plans and engage in process • Global partners to better coordinate missions • Access to quality expertise

  8. TA needs from standpoint of TB community • TA that addresses limited capacity at national level, even to define and mobilize TA (short term and long term), • Larger, more locally qualified, corps of consultants trained to provide TA, • Sufficient funding of proposal preparation, • More focus on grant negotiation, implementation support, and national capacity building, • More clarity on HSS and TB specific roles, eg in finance, procurement, M&E, research, • Better communication between GF and countries, WHO, partners.
