UH System Strategic Plan, 2002-2010 “Functioning As A System – An Evolutionary Model” • “The design and delivery of ….services are decentralized and matched to student needs…” • “To ensure responsiveness to changing community needs, program development takes place within a coordinated approach to resource acquisition, allocation, and administrative leadership and support.” • “This (university-wide) process will encourage collaboration; it will be fair, maintaining high quality while leveraging existing aggregations of expertise…”

  3. Board of Regents Request “Functioning As A System – An Evolutionary Model” • BOR Committee on Student Affairs request for a plan on “how the administration could financially assist the other campuses” in equitable services to students.

  4. Agenda Goals “Functioning As A System – An Evolutionary Model” • Identify issues appropriate for systemwide attention • Provide resources to address issues • Ensure support of System and Campus Strategic Plans • Ensure campus collaboration • Assess and evaluate for efficiency and goal achievement

Identified Issues “Functioning As A System – An Evolutionary Model” • Psychological/psychiatric Consults (counseling, referral services, et. al.) • Systemwide Training (discrimination, civil rights, legal affairs) • Residency and Appeals • Health Policies and Clearances • Systemwide Compliance (financial aid, disability, international students) • Judicial Affairs (policies, mediation/conflict resolution) • Student Housing • Student Service issues and Distance Learning • SCT/Banner Implementation and Development • Professional/Staff Development, Grant Support

  6. “Broker” Model “Functioning As A System – An Evolutionary Model” • Identifies and assigns existing staff to coordinate and develop responses to issues • Utilizes existing expertise • Requires the collaboration and cooperation of all campuses

Team/Resources “Functioning As A System – An Evolutionary Model” • Work teams established via Council of Senior Student Affairs Officers (CSSAO) • 5.0 FTE Funding to broker campus resources • 1.0 FTE Managerial Position $ 85,000 • 3.0 FTE Faculty/Staff Positions $150,000 • 1.0 FTE Clerical Position $ 30,000 • Computer equipment $ 20,000 • Operational costs (inter-island travel, communications, supplies, other) $ 15,000 TOTAL $300,000

  8. Schedule “Functioning As A System – An Evolutionary Model” • Implementation in Fall, 2004 • Coordination and evaluation provided by VPSA, CSSAO and Student Caucus
