Determining Alignment An Overview Developing a cross-walk to correlate measures is a crucial element in the process for evaluating planning efforts. • Step 1 • Compare Organization measures to those outlined by EPA • Focus on similarities, use as basis for planning relationship • Step 2 • Determine relationship (relative-rating scheme): • Highly Related • Somewhat Related • Related • Less Related • Not Related CONTINUED…

Region 6 - TCEQ Planning Alignment Initiative • ECOS Alignment Grant initiated alignment efforts • Project focused on Region 6 water programs • Efforts revealed many similarities and some expected differences. • TCEQ very active partner in EPA NPM Water Guidance • TCEQ and EPA collaborating to replicate experience in other PPG media programs
Lessons Learned… • What Worked: • Regional collaboration meetings by media • Measures cross-walk tool to compare performance measures (outputs and outcomes) • Enhanced Strategic Planning Communication/Coordination Results from Pilot Alignment Project • What Didn’t Work: • Attempting to correlate all media simultaneously • Initial focus differed
Recommendations • Review/Identify/Establish state performance measures and incorporate proposals at highest levels • Make recommendations to Regional EPA Office for process alignment revisions • Meet with Regional EPA staff, including other media programs to link performance measures with goals and objectives • Establish points of contact (POCs) within state agency and EPA • Hold annual planning workshops, by media using NPM Guidance as platform
The Future Where Do We Go From Here? • Continue partnering with EPA and ECOS • Emphasize need for consolidated, consistent performance measures/NPM Guidance @ the EPA HQ level • Strive to revise/establish complementary measures • Explore cross-media relationships and structure measures accordingly • Promote need for uniform format (e.g. work plans, categorical grants) and terminology (e.g. Performance Measures/PAMs/Commitments/GPRs/Annual Commitments) in planning documents
