ASCE and/or Institutes Standards Process and Organization • Committee ballot on each draft • Document goes through ASCE Public ballot until committee settles all negatives • ASCE document can go through the ANSI public ballot process and ISO process • Present SDC is under the EWRI Technical EXCOM for planning and budgeting • Any ASCE standard is to be in accordance with the ASCE Standard Rules of CSAC (pg. 388-395 of ASCE Official Register)

Consensus Standards • Mandatory Standard - enforceable by public body and potential auditing is likely by the court systems (form & style manual, 1999) • Non-mandatory Standard (guide, guideline, or consensus guideline) -- written in permissive language and may not be suitable for adoption in codes or other regulatory documents

EWRI/ASCE BIWQ Standards Committee • development of proposal in 1993 • formulated BIWQ standardization activity - 1995 • approved 16 members to stds. committee - 1996 • initial conference call in October 1996 • brief meetings in Feb. 97 (working) & April 1997 (funded committee in Houston) - created method for the establishment of first draft document • draft outline created in late September 1997
