  3. Agency Background • The Driver and Vehicle Licensing Agency (DVLA) facilitates road safety and general law enforcement in the United Kingdom by maintaining registers of drivers and vehicles and by collecting vehicle excise duty (automobile tax).

  4. Agency Background • An executive agency of the British government’s Department for Transport • DVLA employs more than 7,000 people nationwide • Headquartered in Swansea, Wales • 40 satellite offices

  5. Existing Environment • Outdated financial system • 400 users • Diverse legacy system landscape

  6. Problem Statement • Increased customer and stakeholder expectations • An increasingly complex regulatory environment (European legislation) • Existing financial system is unable to meet business needs which led to: • proliferation of spreadsheets • consequent fragmentation of information

  7. Objective • Strategically implement an integrated ERP solution to replace the existing financial system that was no longer able to meet business needs • Strong emphasis on transparency, ensuring client/contractor responsibilities were clear, in order to minimize risks for DVLA

Solutions Implemented • Implementing company: PwC (now IBM Business Consulting Services) • Hardware: HP servers with clustered EMC SAN architecture • O/S: HP UX 11i • mySAP ERP solutions for financials and human capital management • SAP e-Procurement • SAP Business Intelligence • SAP Enterprise Portal

  9. Implementation Highlights • Moving from a user base of 400 to nearly 7,000 • Comprehensive change management program • 60 million tax discs • Diverse range of hardware (80 builds) • Implemented in 11 months
