Challenges and Solutions in Urban Mobility

This study tour explores the challenges of urban mobility, such as congestion, CO2 emissions, air quality, accidents, and public perception. The Urban Mobility Package provides recommendations for coordinated actions at the EU and Member State levels to achieve competitive and resource-efficient urban mobility, emphasizing research, innovation, financial support, ITS deployment, and sustainable urban mobility plans.

  1. "European Commission 2013 – Urban Mobility Package" Study Tour Graz March 2014 Vincent LEINER European Commission

  2. The challenges of urban mobility • Many urban areas suffer from severe congestion • Urban mobility accounts for 23% of CO2 emissions from transport (continued dependence on oil) • Cities in virtually all MS struggle to meet legal requirements for ambient air quality • Urban road accidents account some 40% of all road fatalities (approx. 11,000 per year) • Integration of different modes and local, regional, and long-distance travel and transport

  3. Citizens care Eurobarometer survey 2013 • A substantial majority of Europeans believe that air pollution (81%), road congestion (76%), travelling costs (74%), accidents (73%) and noise pollution (72%) are serious problems within cities • Less than a quarter of Europeans believe that the urban traffic situation will improve in the future (24%) and most believe it will stay the same (35%) or get worse (37%). • Situation not same across EU: 'Mobility gap'

  4. Tackling urban mobility – role of EU? • Urban mobility one of the big challenges of transport policy today. • Meeting it successfully • Will allow urban areas to develop along a more sustainable path and be fit for the future; • Is crucial for achieving key EU policy objectives for a competitive and resource-efficient transport system. • Organising urban mobility primarily for local authorities • But action needed across all levels of government

  5. The Urban Mobility Package "Together towards competitive and resource-efficient urban mobility" COM (2013) 913 – December 2013 Objectives: • Provide a basis for a continued debate about urban mobility: across the EU and in the MS • Enable us to tackle urban mobility together • To this end, UMP outlines Commission's approach to reinforce EU support for local action on urban mobility (2014-2020) • Recommendations for coordinated action on five specific topics – at EU level and in the MS

  6. REINFORCING EU SUPPORT Sharing experiences and best practices, fostering cooperation Research and innovation EU Targeted financial support Urban ITS deployment Cities Coordinated intervention Sustainable Urban Mobility Plans Urban logistics Urban access regulations Urban road safety Future topics? MS Conditions conducive to transforming urban mobility

  7. Exchange and cooperation • Facilitating best-practice exchange Consolidation and dissemination of experiences and best practices (studies, web portals): Urban Mobility Portal (Eltis); Platform on Sustainable Urban Mobility Plans; Member States Expert Group • Providing platforms for cooperation Civitas Forum and URBACT • Foster local engagement of citizens and stakeholders European Mobility Week; 'Do the right mix' campaign • Data and statistics; urban mobility scoreboard

  8. Co-funding urban transport projects • Single most important funding: structural funds • Some 8 billion Euros between 2007-2013 • Continued support through the ESI-Funds • Strengthen focus on 'urban nodes' in TEN-T (CF) • EC and MS to ensure that best use of scarce resources is made • Support integrated approaches and projects that contribute to sustainable development of cities areas • Negotiate Partnership Agreement and OPs (ESI) • First TEN-T work programmes in March 2014

  9. Research and innovation • Support for urban mobility innovation under the EU Research Framework Programme • E.g. through CIVITAS Initiative, launched in 2002 • Continued support under Horizon 2020, e.g. through • CIVITAS 2020 – strong focus on city-led innovation (100 M€ for 2014 + 2015) • Smart Cities and Communities – integration across sectors transport, energy, and ICT (200 M€) • Clean Vehicles Initiative – for both road and rail (160 M€) • 2014 calls published! Close end of March 2015!
