The Deep River-Portage BurnsWatershed General Watershed Description Subwatersheds General Watershed Land Use General Watershed Population
Historic Sampling • Macroinvertebrates Main Beaver Dam Ditch 1990 • Fixed Station Data 1990-2013 • Burns Ditch TMDL Assessment 2000 • E. coli • Probabilistic Sampling 2000, 2005, 2010
Draft 2012 303(d) Listings Approximately 125 stream miles impaired: 91 stream miles Impaired Biotic Community (IBC) 50 stream miles E. coli 34 stream miles Polychlorinated Biphenyl (PCB) in fish (Category 5B) 15 stream miles Dissolved Oxygen (DO) 12 stream miles siltation
Reassessment Schedule • Data collection completed: • E. coli October 2013 • Chemical parameters March 2014 • Fish/Macroinvertebrate July 2013 • Data packet completed: • May 2014 • Reassessment meeting: • June/July 2014
2013 Recreational Season Monitoring • 35 sites sampled monthly • Sampling begins on April 1 • Sampling ends on October 31 • 9 flow sites sampled monthly • Sampling method • Acoustic Doppler Profiler (ADP) • FlowTracker/Acoustic Doppler Velocimeter (ADV)
2013 Non-recreational Season Monitoring • 9 sites sampled monthly • These are 9 of the original 35 sites • Sampled for 12 months • These are the 12-digit pour points • This location provides the most information to be used for the 12-digit watershed • These are the flow sites • Flow will continue to be sampled monthly at these sites
Water Quality Parameters(E. coli) • E. coli will be sampled monthly April 1-October 31 during the recreational season • There will also be a 5 sample monthly geometric mean sampled in September
Monitoring Overview • Monitoring will begin April 2013 • 35 sites monitored during recreational season • 7 monthly results • 9 sites monitored during the non-recreational season • 12 monthly results • 2 IDEM fixed stations will also be incorporated • Monthly sampling • Open to comments on site selection in this project • Have met with NIRPC and incorporated their thoughts
Clean Water Act requires that TMDL be allocated as follows: TMDL = WLA + LA + MOS Wasteload allocations (WLA) for “point sources” (regulated under NPDES) Load allocations (LA) for nonpoint sources and MOS for margin of safety TMDL Allocations
Allocation Development • Data used to develop allocation • Precipitation • National Oceanic and Atmospheric Administration (NOAA) weather station • Flow • U.S. Geological Survey (USGS) Flow Gage • Modeling Using IDEM Data • Spreadsheet modeling tool • Traditional modeling
Precipitation • Many sources of pollution are impacted by precipitation • A path for pollutant to enter a waterbody is through rain and snow melt • Information on precipitation used with the Load Duration Curve (LDC) will give a better overall sense of flow conditions in stream
Flow • The long history of flow gages provide a valuable tool in evaluating water quality data • USGS flow gages provide a consistent high quality source of flow information • The large network of flow gages means that finding a representative flow gage is possible
Load Duration Curve High Flows High Flows Moist Conditions Moist Conditions Mid-range Flows Mid-range Flows Dry Conditions Dry Conditions Low Flows Low Flows IDEM Data & USGS Gage 03340800 Flow Data Upstream Drainage Area is 22.64 Square Miles
Modeling • Recovery Potential Tool • Purdue University Calumet will be doing more in depth modeling (HSPF) • IDEM will be using simplistic modeling • LDC, STEPL, LOADEST, L-THIA • A comparison of different models will be completed by IDEM for this project
Review 303(d) list and sampling data Kickoff stakeholder meeting Gather information Conduct additional monitoring Reassess waterbodies Gather additional information and produce draft TMDL report Hold the draft TMDL stakeholder meeting 30-day comment period Revise draft TMDL and respond to comments on draft final TMDL Submit TMDL to U.S. EPA and receive final TMDL approval What Is the TMDL Process?
