  3. Competitive Bidding • DES requires competitive bidding • Bids are “blind” • SWCAP “segments” to hire more contractors • By territory • By type of work • By type of materials • Awards are for the contract year SWCAP Weatherization

  4. Key Points about Bids, part 1 • Minority bidders get preference • How to handle Questions • Submit one bid packet per type of work and per territory • Prices good for the entire contract year • Hard copy at SWCAP by the due date SWCAP Weatherization

  7. Doing the Work • SWCAP selects “neediest” homes • SWCAP auditor inspects & documents • SWCAP issues a Job Order • Contractor schedules & does the work • Contractor submits invoice to SWCAP • SWCAP auditor does follow-up inspection • SWCAP pays the Contractor SWCAP Weatherization
