  2. No-Item-Left-Behind-Rule There are codes (8 & 9) for no-answer for each items. We are using this index as an expression of a rule ‘No-item-left-behind’, which could be a good proxy for dutiful and committed pupils in PISA situations, and also generally as a national commitment index. Index is in % - the lower the value, the better the commitment
