Proposal for a Directive on the liberalisation of international passenger transport • Liberalisation of international passenger by 2010 • 2. Proposal for a Regulation on the rights and obligations of international rail passengers • 3. Proposal for a Directive on the certification of train drivers • Towards certificates for locomotive drivers and train crew responsible for security aspects valid throughout the Community. • 4. Proposal concerning the quality of rail freight (frozen until end 2007) • Establishes a framework for compensation in rail freight (cases of loss, damages and delays), and rules for responsibilities for both carriers and customers.

EU Railway Policy: 3rd Railway Package • Agenda • 24 July 2006: EU Council of Ministers adopted a Common Position • 28 September: Council common position to be officially submitted to the EP in Strasbourg 2nd reading at the Parliament: • 10 October: Exchange of views in EP (TRAN Committee) • 21-22 November: Amendments discussed in EP (TRAN Committee) • 18-20 December: vote in TRAN Committee • January 2007: Act to be adopted by EP Plenary in Strasbourg

EU Railway Policy: White Paper • Mid Term Review EU Transport White Paper • The WP aims at revitalising the railways to shift the balance between modes of transport by creating an internal market in rail transport. • Open Rail Market/Infrastructure Development/level playing field for all modes of transport • The 2006 Mid-term review stresses the following points: • A greater emphasis on ‘co-modality’ • Optimise each transport mode • The modal shift has lost its central place in the EC’s strategy.

EU Railway Policy: White Paper • Main actions from the White Paper: • 2006: promote rail freight corridors; freight transport logistics strategy; action plan for energy use in transport. • 2007: Green paper on Urban transport; logistics action plan; rail market monitoring including a scoreboard; Multiannual Investment programme up to 2013 for TEN to be identified; first call of 7th RTD Framework Programme • 2009: ERTMS implementation on certain corridors • September 2006: the EP TRAN Committee started an own-initiative report on the subject (rapporteur Ms. Etelka Barsi-Pataky, EPP-European Democrats)

EU Railway Policy: TEN-T • TEN-T: Trans-European Network-Transport • In total €225 Billion will be needed just for completing the 30 TEN-T priority projects by 2020, and from this amount. €140 Billion are requested for the period 2007-2013. • At the same time the EU Transport White Paper declares that the level of investment in transport infrastructure has fallen in all EU Member States to less than 1 % GDP. • € 8 Billion allocated budget for 2007-2013 for the TEN-T • Recently the six EU Corridor Co-ordinators presented their reports to the European Commission. The cost of only 3 of these projects in the period 2007-2013 is of around € 60 Billion, and the allowed TEN-T funding in only these is 3 projects will empty the TEN-T budget 2007-2013.

EU Railway Policy: TEN-T • UNIFE therefore calls upon the EU Transport Ministers to mobilise and secure all sources of financing for these projects, following the recommendations of the EU Corridor Co-ordinators: concentration on cross-border sections, bottlenecks, interoperability projects, providing a rate of support that give enough incentive for the project to start and be completed in the planned schedule. • The EU Financial Regulation for the TEN-T needs to be adopted by the Council. UNIFE calls upon the EU Transport Ministers to support the European Commission’s proposal and increase the co-financing rate for the TEN-T.

EU Railway Policy: TEN-T • 1. Rules governing the EU funding for Trans-European Transport and Energy Network projects are being revised: The percent of funding set by the Commission raises debates: • EC proposes to rise the funding up to 20% for priority projects • EC proposes to co-finance 30% of priority cross-border transport network sections • The level of maximum co-financing for setting up the European Rail Traffic Management System (ERTMS) has been set at 50% • Agenda • 24 May 2006: EC adopted a revised proposal for the TEN financial regulation. • 20 July 2006: EP Working Document on the EC proposal (rapporteur Mario Mauro) • 12 September 2006: 1st exchange of views at the EP (Budget Committee)

EU Railway Policy: TEN-T • The implementation of the Trans European Railway Network – including ERTMS- are crucial for the further development of the railways in Europe. • UNIFE therefore calls upon the EU Transport Ministers to decide to implement ERTMS on the 6 main rail freight corridors in Europe and make the necessary national funds available.

EU Railway Policy: ERTMS • European Rail Traffic Management System • The call for proposals is due to be issued in February next year with a deadline for submitting applications by mid April. • A mechanism will be introduced in order to ensure that all funds are not used in the first year. • The Commission underlined that the amount of 500 millions euro is indicative and not "secured for ERTMS": this amount will only be granted if projects of sufficient quality are submitted. • If ERTMS does not demonstrate that it can deliver – due to the scarcity of TEN funds - part of the amount will be re-routed towards other projects and "use the money with high EU added value project"

EU Railway Funds • July: UNIFE asked a consultancy to collect the figures related to EU budget allocation to rail projects to have a clear overview of the rail financial possibilities in the new EU MS – only these countries can benefit of the Cohesion Fund • Summer/Autumn: the allocation of these funds to 2006 • April: the EU financial perspectives for the 2007/2013 period were agreed in Brussels • projects (including rail) is being negotiated, still not 100% decided in some countries. 2007 • The implementation of the rail projects is the key priority.
