  7. The Issue • Our customers want a national interoperable system (think cell phones and ATM cards) • Congress has taken an interest in achieving national interoperability

Non-Member Reciprocity • For toll systems that cannot participate as E-ZPass Members due to dissimilar technology • Provides interoperability with 21 million E-ZPass transponders • Currently working with Florida, North Carolina and Georgia toll agencies to attain interoperability along I-95 corridor

Why the Push for Interoperability? • Our industry is changing rapidly • Our customers expect to be able to travel unimpeded throughout the country • As technology advances, we have more options available for toll plaza operations • There is now a natural movement toward All Electronic Tolling (AET) • Viewed as the ultimate configuration

  12. Benefits of AET • Safety • Eliminates congestion at toll plazas • Enhances mobility • Reduces cost • Saves fuel • Helps the environment • Customer satisfaction

Challenges of AET • How to collect tolls from cash customers • How to deal with infrequent users from other states • Video imaging challenges • Invoicing – proper address • Payment/Leakage challenges • Of the $11 billion in annual toll revenue collected, close to $3 billion is still cash • That revenue is at risk !

What Are We Doing About It? • Developing concepts for account management for cash customers • Establishing HUB for customer lookup • Increasing penetration of ETC program • Establishing ETC interoperability between toll systems • Drafting model legislation language for potential implementation by states • Toll agencies working with neighboring states on regional agreements

What Are We Doing? • Maine • New legislation in place allowing for reciprocal agreements for violations • New Hampshire & Massachusetts • Agreement on MOA presently under legal review for implementation soon • New Jersey • Discussions with New York and Connecticut Motor Vehicle Commissions on reciprocity • Other Member Agencies • Various stages of discussions

Why We Need Your Help • This is a growing problem that can only be solved with interstate cooperation • Has significant impact on transportation infrastructure resources in your state! • States should strongly consider legislation to permit interstate reciprocity • Toll industry has drafted model legislation that could be adopted by each state.
