Reflection of Drought in Kharif 2009-10 • Area under kharif cultivation in hills is 4.44 lakh ha. • Area affected by drought is 1.89 lakh ha. • Deficient rainfall during June and July has adversely affected rainfed crops in hills. • Production in the hill region may decrease by 30 to 35%. • Overall production of Food grains may decrease by 18.80%.
Strategy to Increase Rabi Production • Rabi seed distribution increased from 91248 Qtls. to 133021 Qtls. • Integration of balanced use of fertilizers, micro-nutrients, bio-fertilizers and weed control. • Bridging the yield gap • Separate strategy for hills, valleys and plain areas. • Expansion of area under wheat after ragi fallow and diversion of area from sugarcane. • Promotion of lentil, rapeseed/mustard crops on fallow after ragi & Sawan crop.
Strengthening of Extension Machinery • One extension worker is placed at each NYAY Panchayat. • Linkages between Scientists- Farmers- Extension workers- are being strengthened. • Krishak Gosthi on 7th day of each month by Nyay Panchayat Extension Worker involving minimum 10 progressive farmers from each Gram Sabha. • Farmer-Scientists interactions on 16th day of each quarter month, i.e.-March, June, Sept., & Dec. • 380 Farm school identified/operationalized (Four in each block.) • Krishak Mahotsava organised in each Nyay Panchayat in Kharif from 01-06-09 to 12-06-09 & are being organized in Rabi from 16-09-09 to 25-09-09. • 325 Motivators have been Selected in clusters of traditional crops, 3227 SHG’s and 64 Federations Formed and 32351 households covered under IFAD scheme.

Integrated Plant Nutrient Management • 22000 ha. area is proposed under green manuring. • Distribution of 130 MT of bio- fertilizer. • Distribution of 2400 MT micro- nutrient. • Production of Vermi/Nadep Compost 58800 MT • Area under organic certification 50000 ha.

Issues Need to develop farming system models for each AES/Agro-climatic zones and category of farmers, in order to enhance the income of farmers and reduce migration. Subsidy norms in different schemes should be enhanced for rainfed/hill area farmers from 50% to at least 75%. In NWDPRA scheme individual subsidy is permissible to landowners only whereas revolving fund (refundable) without any subsidy is provided to landless. The subsidy norm should be at par.
