The Needs Assessment considers the case to develop facilities and a district in terms of four sets of issues: What is the size, potential growth and character of the regional market, and do these audiences have the propensity to support events at additional facilities? What is the level and character of demand on the part of local, regional and touring programs, and does that demand suggest the possibility of active and vital facilities? Are there needs (both from the perspective of audiences and users) not being met by current facilities, and how might these facilities be positioned to succeed in a competitive marketplace?
