Western Port Operations (Now) Port Management Agreement (Toll Ports) • Agreement entered into 1 July 1997 • 10 years + 2 x 5 year options • Current discussions re-future • 9 employees • 200+ vessel visits per annum • ~5,000,000 annual cargo tonnes • Petroleum products (crude, refined, LPG) • Steel import • Export cargoes (Steel and Petroleum product) • 5 Berths in total • 2 berths BlueScope Steel Terminal (owned by BlueScope) • 3 Bulk Liquids Berths (LIP and Crib Point-owned by POHC) Iron Monarch Port of Hastings Corporation “Securing the Future”

11. POHC Strategic Work Plan Commencing June 2005 • Strategic Land Use study – to develop a land use plan that identifies sufficient strategically located and properly designated land and infrastructure to meet the Port’s future freight demand • Transport Access Corridor study – to examine appropriate rail and road transport options for the Port and to ensure adequate connectivity of the Port to various transport hubs around the state • Projects will be run concurrently expected to run for 12 months • Recommendations will firstly be submitted to POHC Board, then Government through DOI. • Maunsell Pty Ltd is successful consultant Port of Hastings Corporation “Securing the Future”

13. Issues (i) • Victorian Port Strategic Framework (DOI) clearly identifies Hastings as a supplementarycontainer port(to the Port of Melbourne) but also general cargo port. (NB Existing activity to continue but potential for bulk cargo and break-bulk (cars) before long term container use) • Community engagement-The POHC is committed to active involvement of the community in the development of the port. • Access to Hastings-future infrastructure costs • Road, Rail links, corridors (planning schemes?), compulsory acquisition, easements, std gauge line, public transport links, Land ownership, state, private (POHC ownership?) • Sites for growth? • Port Design- elements for port activity, wharves, infrastructure • Environmental concerns: MP & WP Biosphere Reserve, Ramsar site- protecting what we have, legislative obligations. Issues (ii) • Special Use Zone (Port related uses/Conservation areas) • Mornington Peninsula Planning Scheme (amendments?) • Short term uses? • Land ownership? • Crown land, DSE, DTF other state agencies, MPSC land • POHC owned land assets (Stony Point, Crib Point, LIP) • Shell/ Mobil site, Crib Point-Future??? • Channel deepening- implications for Hastings, progress plans to have Hastings ready when needed.(2030) • POHC needs to be a viable and sustainable business operation and the State requires an appropriate return to shareholders (the state) for the use of the ports assets. 16. How does this impact on SEATS? SEATS = Rural/Agricultural products (timber, paper, coal etc) • A viable Port of Hastings may provide- • Additional trade route (reduced steaming time for ships) • Containers, bulk and break bulk services • Potential cost savings (closer to market) • Import and export capability • Access to market/s • Direct access to port from Monash Fwy-Gippsland • Site for future industry growth • We need your long term thinking, planning and support for our development to provide you with these opportunities.
