ClusterNanoRoad, the project • Long term aim: For regions in Europe to achieve higher economic and scientific development through integration of Key Enabling Technologies into their regional development • Project aims: • To bring KETs into regional development through cluster managers across sectors • To work with policy makers, cluster managers and stakeholders to validate effective and efficient methods for enabling KETs uptake • To create long term partnerships across clusters for KETs transfer and uptake • Project outcomes: • Platforms for policy maker, cluster managers and stakeholders to collaborate • Roadmaps and tools to enable regions and clusters to deliver KETs uptake

T1.2: Benchmarking of several KET cases for visualisation of good practices that identify success factors and challenges/barriers • Benchmarking of 10 cases of specific interest (basis: T1.1) and visualisation in a good practices guide • Benchmarking criteria: • Thematic diversity: good sector coverage / cross-sectoral initiative • Geographical coverage: EU-wide benchmarks • Clear involvement of cluster(-s) in the initiative • Complementarity of the cases: coverage of different types of initiatives • Funding and programming synergies • Benchmarking methodology: • Identification of relevant initiatives of the mapping exercise • Additional desk research • Interviews with at least 2 or more key contacts (a policy maker and a cluster manager) for each case Report on the cases in an attractive visual good practices guide

T1.3: Presentation of the novel approaches and categorisation of success factors Objective: Set up a categorisation of “novel approaches” and success factors Develop policy recommendations and identify ideas for pilot actions  input to WP2 and WP3 • Analysis deliverable structure: • Characteristics and success factors in Novel approaches (introduction of the categorisation, provided in Annex in a table format): • 6 main categories: entrepreneurship – HR/skills – SME services – research infrastructure platforms – internationalisation – policy interventions • 25+ characteristics of Novel Approaches / Success Factors for RIS3-NMBP interaction • Potential Impact Indicators (including impact on SMEs, drivers for regional structural change, creation of regional competitive advantages, technology indicators, for example patents) • Cluster Role and Involvement • Regional Environment and Policy Recommendations • Illustrative Examples / Initiatives from the NMBP / KET sectors • Ideas for pilot activities • Chapter on policy recommendations (6) and ideas for pilot actions (3)

Objectives • Develop key resources for regions to be better equipped to benefit from cluster development in the main NMBP thematic areas and related KETs • Produce a roadmap with relevant case studies on key NMBP themes for use by regions and clusters in policy development and decision making • Make policy recommendations to regions so they can benefit from investment in NMBP areas through cluster activities • Provide the evidence base required for regional decision making that can be deployed and piloted during WP4

Roadmap structure • Aim is an enabling document • Guidance and support to clusters and regional bodies to implement KETs uptake activities, focus investment and long term KPIs • Not intended to be a full review and ‘static’ handbook • Sections built around factors important to ensure KETs long term impact through clusters • Downloadable summary pdfs to summarise roadmap and cases’ studies from WP1

Roadmap contents * = references to external sources * = pilot study input • Introduction: Aim of roadmap, illustration of steps from start to end , how to use and information sources • Chapter 1 - Introduction to NMBP and KETs: *KETs focus at EU level, *value chains and TRLs, *technology trends, *future mapping, *how to value emerging technologies • Chapter 2 - Good practise in KETs uptake support: *Examples of KET support initiatives, *Regional competitiveness in KETs, *RIS3 strategies, *EU regions active in NMBP, *EU assets in NMBP

Roadmap contents (2) • Chapter 3 – Assessing your cluster capabilities for policy design: *Skills development, *international collaboration, *match-making, *project management • Chapter 4 – Planning your innovation: Policy recommendations for cluster actions • *Identifying and prioritising actions • *Links between ESIF, H2020/FP9 and private sector investment • *Developing intra-regional value chains • *Assessing cross cluster opportunities

Long term sustainability of roadmap • To avoid risk of obsolescence, it is a tool that can be integrated into a permanent platform • Partners are looking to integrate into a network like CEBR or ECCP if it can be sure of being maintained and expanded • Engagement of further partners, to further debate the findings, and implementations over the next years

  16. WP3: VALUE CHAIN VALIDATION • Task 3.1 - Workshops/closed door sessions with a selected sample of Cluster Managers, selected delegates/experts, universities, SMEs and Regional representatives. Task Lead: INL, Co-Lead: NIA [M7-M24] now [M18-M27] February 2018 – November 2018 • 6 workshops in 6 different countries (average participation of 30 participants) • The sessions will be aimed at retrieving feedback and comments from the local experts, will help to adapt and revise their developed concepts and reports coming on the analysis produced within D1.3 (WP1) and also of D2.1 • Within these validation workshops, contributions will also be made to the D4.4 Completed pilot assessment report . • Sessions will be designed in such a manner that will allow the participants to understand the findings and what was behind the main key recommendations of the guidebook. It will be structured around 4 main sessions: • Task 3.2 - Validation through other workshops Task lead: INL, co-lead: NIA [M7-M24] now [M18-M27] • Task 3.3 - Web-based survey Task lead: INL, co-lead: CEBR, [M2-M24] [M18-M27] or probably sooner? With Feedback for deliverables 1.3 & 2.1. The survey will be sent to over 2000 potential stakeholders, 5% success rate, equivalent to 100 complete questionnaires

  23. Key needs • Improve knowledge sharing and collaboration between policy makers, clusters, financial experts, etc. • Develop further policy measures and instrument supporting innovation process • Involve all relevant actors to ensure all the expertise is taken into account
