  3. SAFEGUARDING Aims • What is safeguarding? • What is my role and responsibilities? • Accessing policies and procedures • Where can I get advice and support?

  4. What is Safeguarding? • It is everyone’s business – moral duty • Legal/ statutory duty for health professionals • Professional duty • Is about being pro-active to protect vulnerable individuals • Identifying unmet needs and recognising abuse/neglect • Taking appropriate action

Personal Beliefs Which statements do you consider to be a safeguarding issue? • In your opinion, consider which do you think are definitely safeguarding, which are definitely not safeguarding and which ones are you unsure about? • Consider the reasons why? • What information would help you to make you decisions? • How could this information be obtained?

  7. Children Any individual under 18yrs Vulnerable Adults Any adult receiving services from our organisation who is unable to due to illness, age, disability, capacity to protect themselves from harm or exploitation Who are we safeguarding?

  8. Recognising abuse and neglect Identify underlying factors which may trigger abuse in vulnerable adults and children

  9. Possible trigger factors Did you identify any of the following? • Parental mental health concerns • Parental learning disability/difficulty • Drugs/alcohol/substance misuse • Domestic violence/abuse • Debt and financial problems • Parental relationship breakdown • New “family” relationships and members • Illness, disability, or death within a family • Social exclusion

Managing disclosure or concerns • Take the allegation seriously • Never promise to keep a secret • Listen – ensure you make ample time for this • Don’t lead or ask probing questions • Accurate documentation after the disclosure…very important • Seek advice and support • Take appropriate action by making a referral • Paramouncy principle, the protection of the vulnerable takes priority • Follow up and find out what happened

Domestic Abuse • Domestic Abuse is defined as abuse occurring between family members or those in an intimate relationship (DOH 2006) • Can be Physical, Emotional, Financial and/or Sexual • Domestic Abuse affects all family members in different ways • Not gender specific, can occur in same sex relationships • Perpetrators/Victims maybe be Male/Female/Adult and or Child • There is a clear responsibility to safeguard both adult and child victims

Child in Need Section 17 Complete a Pre-CAF (Common Assessment Framework) – forms available on website Consent required from young person or adult with parental responsibility Ensure a copy of the forms are in the records Fax to appropriate CAF Lead Child at risk of significant harm Section 47 Make telephone referral Complete LSCB referral form and fax within 48 hours – forms available on website Consent not required but considered good practice Ensure a copy of the forms are in the records Safeguarding Children Referrals

Safeguarding Vulnerable Adults Vulnerable adult referral • Follow the Trust specific procedures/policies (available on the safeguarding web pages) • Report any concerns to your line manager a.s.a.p. (but within 24 hours) • Seek advice and support from the Safeguarding Team • Report to the appropriate Local Authority Safeguarding Service • Complete a Mersey Care Adverse Incident Form • Seek feedback on the outcome and what actions were taken before your next contact

  15. Social Care Contacts • A contact with Social Care is not a referral until it is accepted by Children’s / Adult Social Services • It is critical that you follow up your contacts to establish the outcome • When recording a contact with Social Care within Service Users records, do not use the term ‘referral’ unless referral has been accepted.

  16. Sources of Safeguarding Advice • Access and read the relevant section in the policy on the Mersey Care Safeguarding website page • Discuss your concern with your manager • Contact the Safeguarding Team (during weekday “working hours”) • Contact Social Services for concerns “out of hours” (Liverpool 233 3700, Sefton 0845 140 0845/934 4497, Knowsley 443 3792)
