Better Air Quality “Congestion and air quality are closely linked” (para 6.6.1) “Improvements to the quality and frequency of bus provision has air quality benefits” (para 6.6.9) “As an authority declaring AQMAs, the city council is obliged to produce Action Plans” (para 6.6.12)
Better Air Quality 13 AQMA • 11 relate to local traffic • 1 to Trunk Road traffic • 1 to shipping
Air Quality Low Emission Zones; Home Zones; Clear Zones; Traffic Calming; Re-allocation of road space; High occupancy lanes; Vehicle restricted areas; Parking Controls; Traffic Control systems; Speed Limits; Traffic Regulation Orders; Road User Charging; Roadside Testing; Emissions from stationary vehicles; Public Transport; Park & Ride; HGV; Travel Plans; Safer Routes to School; Car Clubs; Walking & Cycling: Workplace Parking Levy; Car Scrappage Schemes; Public Awareness campaigns
How is it to be funded • LTP Capital • City Council Capital • City Council Revenue • Private Capital inc. developer contributions • Private Investment e.g. p/t operators

Targets and Monitoring Targets are based on • Mandatory Performance Indicators e.g. no. of people killed or seriously injured on roads • LTP indicators e.g. accessibility to hospitals, no.of cycling trips • Optional targets relevant to local circumstances
Air Quality Targets of LTP2 • LTP8a – To reduce the proportion of land area within AQMAs to nil by 2009/10. • LTP8b – Road Traffic within AQMAs
In conclusion Transport is a means to an end, not usually an end in itself. When we need to travel we make choices. Our choices can affect air quality
