Navigation Warfare (Navwar) – U.S. & Allied Military PNT Superiority US/Allied military success hinges on info superiority Before Navwar, GPS employed Selective Availability On 1 May 2000, Selective Availability was discontinued Current Navwar policy: deny hostile use of PNT Protect U.S. & Allied use of GPS signals Prevent hostile access to space-based PNT signals Preserve GPS signals access outside of area of mil ops GPS acquisition programs designed for Navwar Interagency & international activities are necessary to strengthen Navwar operations Navwar involves spectrum separation & denial ops

    5. U.S. Interagency Engineering Forum Engineering forum has representatives from all agencies Known as Nat’l PNT Engineering Forum (NPEF)

Engineering Forum (NPEF) worked to align Navwar with civil signal operations “Flex power” transfer signal power between M & P(Y) on modernized satellites as needed by warfighter Problem: “Flex Power” can impact civil signal phase Some modes change L2C phase alignment Impacts semi-codeless high-precision receivers used for: Survey, agriculture, augmentation monitor stations Forum found win-win solution for “Flex Power” Preserved warfighter options, L2C civil signal stability

International Telecommunication Union (ITU) ITU governs international use of radio frequency (RF) spectrum ITU filings: required to protect GPS signal spectrum Example: L5 R&D demonstration on IIR-20(M) ITU Radio Regulations require compatibility coordination between Radio Navigation Satellite Service (RNSS) systems RNSS systems afforded protection in order of ITU registration Later systems must get agreement from previously filed systems GPSW leads compatibility meetings, under aegis of State Dept and NTIA, with representatives from other RNSS systems Global/Regional RNSS systems GPS Augmentation systems (SBAS)

GPS – a system of systems in the GNSS GPS Wing leads technical working groups on radio frequency & national security compatibility and interoperability Other systems in the GNSS Russia’s GLONASS, Europe’s Galileo, China’s COMPASS, Japan’s QZSS, India’s IRNS Compatibility is #1: radio frequency & national security Interoperability is #2: benefit civil users worldwide “Compatibility:” ability to use GNSS PNT services separately or together without interfering with individual and without adversely affecting Navwar “Interoperable:” ability of PNT services to be used together to provide better capabilities at the user level than would be achieved by relying solely on one service or signal
