The Profile of the IT Community in Romania • The IT has a tradition of approx. 50 years (first computer produced in 1957) • Every year 5000 IT specialists graduate from the state Educational system • Romania is ranked no. 2 for the no. of IT specialists in Europe after UK • The rate of emigration is 6-7% (below the European average of 8%) • Rich language skills: English (majority), French (15% of total population), German (10% of total population), Magyar (10%), Slavic languages (Serbian/Croat/Bulgarian/Ukrainian/ Czech/ Slovak), Italian, Turkish,Tatar, Greek • 6 major university centers spread across the country • Computer Science research directions: • mathematical basis of Computer Science • Database Technologies • Cryptography Algorithms and Security • Digital graphics software • Computer Manufacturing Industry since 1970

Romanian Government Policy for IT • Romanian Government has a transparent and equidistant policy towards the development of the IT&C field. • The Parliament has dedicated IT commission that promotes laws for the development of the IT&C • Fiscal facilities in place: • 0% tax on salaries for software engineers (in force since 2001) built in the Fiscal Code • Tentative amendment to the Fiscal Code to allow companies to spend 1% off their tax on profit for Educational purposes • Partnerships with relevant industry players: • Oracle • IBM • Cisco • Microsoft Safra Catz Hosts Romania PresidentTraian Basescu at Oracle HQ

Best Practices of IT Software Sector • Alcatel • Employs 1500 specialists to date in Timisoara and Bucharest centers • 600 in software development to date • 500K Euro invested in labs by the Politehnica University • 2000 trainees per year • Siemens Automotive • 1000 software developers in the center of Timisoara • Motorola • 250 software engineers to develop DSP software in Brasov • Infineon • 250 software developers for signal processing and encryption technologies until 2007 • Cisco Systems • Cisco Networking Academy program in 150 colleges and universities covering all Romania • Oracle: 600 IT Specialists

Oracle Romania Strategy for Skills Formation Post graduates: tentative project Several initiatives in progress Professional Higher Education: Oracle Academic Initiative - Launched in Romania since 1998 Specialist College level: Oracle Academy program - Launched in Romania since 2002. Basic knowledge Skills formation pyramid Objective Proactive attitude towards preparing a pool of competent Oracle Tech and Apps resources in Romania

Oracle Academy Roll-Out • 2003: The program started with 2 schools in Bucharest • Results: First prize - International Data Modeling Contest • 2004: another 7 schools - 270 graduates • Results: Ranked I-st, III-rd and IV-th - International Data Modeling Contest • 2005: another 11 schools joined – 570 enrolled

Oracle Academic Initiative Roll-Out • 7 years longstanding tradition • In 2005 involves 16 departments from 15 universities countrywide (3 in Bucharest) • 6 new prospects (negotiation phase) • Graduates as of 2005 (Bucharest only): • Politehnica University Bucharest – 114 • Academy for Economic Sciences – 131 • Mathematics Faculty - 300 • Average enrollment (per year): 2000 students

Professional Level Projects • eBS curriculum for the master students at the Academy for Economic Sciences (60 graduates/year), http://www.progapl.ase.ro/ebs.htm • Oracle Financials and Costing for the SELS Faculty (25 graduates/year) • Ongoing negotiations with the Ministry of Education to include Oracle technology in the high school curriculum • A pool of 25 – 30 highly specialized fresh graduates with projects and mentoring from the 3-rd year of University and implication in projects developed by Oracle Romania • The Oracle Academic Forum – an workshop of all schools involved in Oracle training initiatives
