Project Title: Continuation of the Environmental Monitoring and Assessment in Bosnia- Herzegovina and F.Y.R. of Macedonia and extension to Croatia Starting day: 29 August 2001 Duration: 1.5 years (grant ended 28.02.2003) Financed from: EuropeAid Cooperation Office (Aidco) of the European Commission Programme: Regional Environmental Reconstruction Action Programme for the Balkans Budget: 0.7MEuro

Project Title: Continuation of the work between European Environment Agency and Albania, and extension to Serbia and Montenegro Starting day: 10 April 2002 Duration: 1.5 years (grant will end 09.10.2003) Financed from: EuropeAid Cooperation Office (Aidco) of the European Commission Programme: Regional Environmental Reconstruction Action Programme for the Balkans Budget: 0.5MEuro

Objectives ·To assist Albania, Bosnia-Herzegovina and F.Y.R. of Macedonia in continuing the co-operation withEEA as already developed under the Phare framework assistance between 1996-1999 and further supported through a small project by the Danish EPA in 2000 ·To bring Croatia and Serbia and Montenegro on a fast track in relation with EEA work in order to achieve a coherent package of activities developed for the other countries from the region ·Assist the preparation for EEA membership of the five countries

  5. Project components: 1. Extension of the European Topic Centers work programmes to cover the five countries (in the field of nature protection and biodiversity, air and climate change, water, terrestrial environment and waste): • extending the European monitoring networks and information systems; • initiating the data exchange with EEA for the EEA assessments and reporting needs;  • assist developing the national topic EIONET network;  • covering country NRCs participation in the annual topic EIONET meetings; • including the three countries in the EEA indicators development and regular reporting cycle.

  6. Project components: 2. Extension of the EIONET telematic network: • Equipment installation of EIONET telematic network node in Albania, Croatia and Serbia and Montenegro using the same specifications as the original network and its extension to the other 12 Phare countries following a similar development; • organising on site system administration and user training (immediately after installations);  • providing the following services to the five countries: • support to implement the network, • support to install the latest communication, data and information exchange tools (CIRCA), • provide helpdesk. current phase: setting up the system configuration in Serbia and Montenegro; installation and training in Albania July 2003; installed in Croatia February 2003 (incl. training)

  7. EIONET network configuration at each site

Project components: 3)Assistance to the five countries in participating to the EEA reporting activities (focused on Indicators development):Major objective is to set up reporting network and to start the process of inclusion of the countries into the regular EEA indicator based reporting. The main tasks in this project component include: • Study the status of available data (incl. socio-economic), access, owners and formats; • Support to organize data collection for indicators; • Ensure the relevant environmental and socio-economic data; • Support the development of the national reporting network; • Country missions; • Direct support to Bosnia-Herzegovina, Croatia and F.Y.R. of Macedonia to participate in the Kiev assessment report

  9. The major output of the work will be to provide direct support to the countries to implement EEA framework and methods for producing indicators. The indicators work will be focused on the following priorities: ·Issue related indicators (Green House Gases, Air pollution, Waste, Biodiversity and Water); ·Sectoral indicators (Transport and Environment, Agriculture and Environment, Energy and Environment)

Support to the national experts of these countries to participate in the EEA major events Ensuring the participation of National Focal Points/National Reference Centres (NRCs)/topic experts in the EEA major events: ·NFP/EIONET meetings ·Reporting meetings ·eEIONET meetings ·Annual topic meetings (through the ETCs)

  11. Project components: 5. Overall management and project coordination Overall project management and coordination (including budget and administrative services) provided by EEA directly in order to ensure the counterpart work and coordination
