FY2007 NIMS implementation required actions included metrics; With the completion of the FY 2007 Actions, State, territorial, tribal and local jurisdictions will have the foundational support for future NIMS implementation and compliance Future refinement of the NIMS will evolve as policy and technical issues are further developed and clarified Additional requirements issued by the NIMS Integration Center will constitute NIMS compliance in FY 2008 and beyond Effective and consistent implementation of the NIMS nationwide will result in a strengthened national capability to prevent, prepare for, respond to and recover from any type of incident. Tier 1 Metrics: Required for FY 2007 NIMS Compliance   Jurisdictions must record affirmative answers Mechanism to measure performance Establish targets for FY 2008 FY 2008: DHS G&T validates responses for Tier 1 metrics Tier 2 Metrics: These questions monitor ongoing (FYs 2006-2007) NIMS implementation activities, Jurisdictions are not required to record an affirmative answer to achieve FY 2007 Compliance Answers to these questions must be submitted Inform the NIC on successes, gaps, and shortfalls Establish targets for FY 2008 (potentially) NIMS Compliance Metrics Tiers

IS-700 NIMS: An Introduction All personnel with a direct role in emergency preparedness, incident management, or response IS-800 NRP: An Introduction All Federal, state, territorial, tribal, and local emergency managers or personnel whose primary responsibility is emergency management ICS-100: Introduction to ICS All Federal, State, territorial, tribal, local, private sector and non-governmental personnel at the entry level, first line supervisor level, middle management level, and command and general staff level of emergency management operations ICS-200: Basic ICS All Federal, State, territorial, tribal, local, private sector and non-governmental personnel at the first line supervisor level, middle management level, and command and general staff level of emergency management operations Training: Who needs to take what?

IS-700, IS-800, ICS-100, ICS-200 (Required in FY06 and Out-Years) Base line training for all personnel with a direct role in emergency preparedness, incident management, or response ICS-300 Intermediate (Required in FY07) All Federal, State, territorial, tribal, local, private sector and non-governmental personnel at the middle management level, and command and general staff level of emergency management operations ICS-400 Advanced (Required in FY07) All Federal, State, territorial, tribal, local, private sector and non-governmental personnel at the command and general staff level of emergency management operations Additional NIMS Training (Recommended) Training available for all audiences in the following areas: NIMS Multi-agency Coordination Systems, Public Information Systems, Communications and Information Management, Resource Management, Resource Typing, Mutual Aid, and NIMS Preparedness ICS-Position Specific Training for FY08 Training required for ICS Command and General Staff positions: Incident Commander, Safety Office, Liaison Officer, Public Information Officer, Operations Section Chief, Planning Section Chief, Logistics Section Chief, and Finance/Admin Section Chief FY07 & Out Year Training

  20. As part of the NRP/NIMS Review and Revision Process, “upgrading” the NIMS document for a June 1, 2007 release. National comment periods for review of the document were February 1-19 and March 26-April 6. Expected release date June 1. Meeting with all 32 Federal Agencies identified in the NRP to discuss and develop NIMS Implementation Activities and a Federal Agency Peer Review Process. Expected release date June 1. Working group established with DOD on NIMS planning and implementation at the Joint Chief of Staff level. Conducting NIMS Implementation Workshops in FY07 for private sector and volunteer organizations, law enforcement, public information officers, school district officials, and health and hospital personnel. NIMS On-Going Activities

  21. Initiating the development of a five-year NIMS training plan. Completion date September, 2007. Implemented MOU with HDS Preparedness Grants and Training and FEMA for the monitoring of NIMS compliance in the States. Proceeding with a detailed evaluation of State Emergency Operations Plans for NIMS compliance and State Homeland Security Strategies for NIMS implementation. Established a cooperative agreement with the Justice and Safety Center, Eastern Kentucky University to develop a NIMS Integration Support Center in Somerset, Kentucky. NIMS On-Going Activities

In conjunction with the NIMS Integration Support Center in Kentucky, the NIMS Integration Center is developing: NIMS Compliance Metrics for FY2008 State and Local governments NIMS Emergency Response Field Operating Guide for all first responders NIMS “freeware” database management software to assist State and local governments in the inventorying and typing of resources NIMS Standards review, adoption, and incorporation into “Upgraded” NIMS document and FY07 compliance activities NIMS PIO Sample Annex + SOPs NIMS MACS Sample Guidance NIMS On-Going Activities

  23. Since March 2006, conducting NIMS ICS Train-the-Trainer courses in States and Territories. Qualifies instructors to teach recently completed ICS 100, 200, 300 and 400 level courses. 5.9 million first responders and disaster workers have completed NIMS training through FEMA (IS-700, IS-800, ICS-100, ICS-200) NIMS Multi-agency Coordination System, NIMS Public Information System, and NIMS Resource Management training available through the EMI Distance Learning program. Training can be completed via the web or downloaded and taught in classroom. NIMS Communication & Information Management, NIMS Preparedness, NIMS Resource Typing, and NIMS Mutual Aid training will be released soon.
