The Incident Management System (IMS) reflects the merger of two widely used systems:Incident Command System&Fire Ground Command System
The Formation of the NFSIMSC • The idea to merge the systems came out of a panel discussion at the 1989 IAFC Conference in Indianapolis. • Several meetings between FIRESCOPE and FGC folks were held in 1990 and 1991.
The Formation of the NFSIMSC • The NFSIMSC was officially formed at a meeting in Chesterfield, Virginia in 1991. • The NFSIMSC adopted a Constitution and By-Laws in 1993. • The NFSIMSC is legally incorporated as a 501(c)(3) not-for-profit corporation in the State of Texas.

Model Procedures GuideFor Highway Incidents The goal of this document is to provide guidance for responder safety at the highway incident while mitigating the incident and maintaining traffic flow around the incident.
Model Procedures GuideFor Highway Incidents • For joint use by responders of Law Enforcement, Fire Service, Emergency Medical Services, Transportation, and the Towing & Recovery Industry • The task group that developed this document reflected most of these disciplines.
Model Procedures GuideFor Highway Incidents • The draft took two years to develop. • The draft was made available for public comment and those comments were considered and incorporated as necessary. • The draft was approved at the Fall 2003 Consortium meeting.
Model Procedures GuideFor Highway Incidents • The document will be available for purchase from Fire Protection Publications in the summer of 2004. • All Consortium documents are reviewed and revised at least once every 5 years.
Highway Incident Goals 1. Expediently providing emergency services and removing the traffic blockage 2. Protecting incident responders (and those in their care) from moving vehicles 3. Protecting motorists (and passengers and cargo) from the hazards of the incident
