  2. OBJECTIVE • To discuss the strategic objectives for Kenya’s strategic plan for HIS 2009 -2014.

  3. Introduction • Since 2003 – studies done to assess HIS in Kenya. • Studies highlighted important areas that needed urgent attention to strengthen HIS. • The plan is the 1st to be developed for HIS in Kenya. • Intended to respond to aspiration of National Health Sector Strategic Plan II (NHSSPII), Health sector M & E framework and Vision 2030. • Estimated cost -Kshs 1.9 billion (US $ 25.3 Million).

  4. The strategic goal of the HIS plan (2009 – 2014) is to “Establish a functional, robust, effective and efficient Health Information System”.

  5. key strategic issues identified • Lack of HIS policy and legal Framework • Inadequate data and data bases • Inadequate personnel in absolute numbers and in skills • Lack of focused training for the majority of HIS staff. • Lack of integration of data at all levels • Weak linkages and feedback • Inadequate hardware infrastructure • Inadequate supportive supervision • Inadequate working and storage space • Low staff morale • Inadequate Finances to support HIS activities • Presence of many data collection systems with poor coordination

STRATEGIC OBJECTIVES • To improve Data management • To improve National Vital Registration System • Enhance Capacity of HIS staff • Improve Financial Resources and sustainability • Strengthening use and Application of Information and Communication Technology, in data Management • Improving Monitoring, Feedback, Reporting, Supervision and Data Audits • Enhancing Governance, partnership, collaboration and coordination

  7. For each of the above strategic objectives; there are various implementation strategies.
