  3. What activities are emphasized most? • Responses converted to 100-point scale: • 0=very little importance • 25=Little importance • 50=some importance • 75=great importance • 100=extremely great importance

What top executives do: categories of activities • Policy innovation • Vision, promoting projects, attracting resources, being informed about citizen views • Advice to politicians • Technical advice, political advice, shaping norms and decision-making process • Administrative functions • Task supervision, new methods, finance and budget, compliance with regulations • Organizational coordination • Conflict resolution, stimulating cooperation, informed about staff views
