The Main Challenges • Challenges: The main challenges constraining the smooth implementation of SNA2008, according to The Africa Group on National Accounts (AGNA) that frame the purpose of the project are • Limited human, financial and technical resources • Weak statistical infrastructure and institutional capacity • Unharmonious national accounts systems • Inconsistency and incompleteness in covering the economy • Early stages in the development of national accounts Advocacy has been set by the project to contribute in addressing solving the above problems

Advocacy and target groups • The project identifies the following five groups as the target beneficiaries and stakeholder: • Statistics Professionals and NSOs • Policy makers ( government and relevant line ministries • Research and training institutes (RTIs) • International and continental Organizations • Private sector • The project estimates that USD 127,600 is needed for the advocacy campaigns ( consultancy, missions to 6 countries meeting with funding organizations)

Advocacy materials and tools • Although the advocacy materials and tools depend on both the purpose and the target groups of the advocacy activities, however the stock in literature can directly be adapted to be used for this project • For instance at the National level, PARIS21 has developed Country-level Toolkit that target to improve the National statistical system. • The time -frame and action plan for the provision of the advocacy materials and tools is therefore need to be aligned with the advocacy campaigns as spell out from an assumed advocacy strategy. • component for each campaigning activity need to be drawn as shown in the following example

Fund Raising • Seeking resources must be integrated into the Advocacy strategy from the beginning • Realistic fundraising goals, target audiences, develop persuasive messages to reach those audiences are to be set and trusting relationships, and leverage decision-making at donor institutions are to be built; • Given the new restructuring of UNECA, the SROs are expected to play an increasing role in resources mobilization and in advocacy material and tools

Concluding Remarks • We have shown that the choice and hence provision of a given advocacy material and tools is largely determined by the purpose of the advocacy and the audience to whom the advocacy is addressing • Subject to the Proc Doc which defines three main objectives for advocacy activities, fund raising, promoting and creating synergies and to increase awareness for the gain expected to result from implementing 2008SNA, we have proposed the advocacy materials and tools that need to be prepared prior to the implementation stage. • activities to be implemented is needed as illustrated • The timeliness to prepare and to provide the advocacy materials is shown to be aligned with the Action Plan for the advocacy campaigns. • The new restructuring of UNECA leads to have an emphasis on the increasing role of SROs in resources mobilization and advocacy material and tools which will support the implementation of the project. • Strong advocacy involving all potential donors is assumed to mitigate the impact of risk of unsustainable mobilization of funds
