Letter to PI DATE NAME Department SUBJECT: ARRA Award Notice On behalf of UC San Diego, we would like to extend our sincere congratulations to you on your success in being awarded funds under the American Recovery and Reinvestment Act (ARRA). Through our campus’s collective efforts, we have already secured more than $50M, enabling UCSD to play a significant role in this important economic stimulus program. All recipients of ARRA funding are being reminded of the President’s commitment to ensuring that public funds are expended responsibly and in a transparent manner, as mandated by Congress. UC San Diego will publish quarterly reports summarizing the use of ARRA funds. As a recipient of ARRA funds, portions of each quarterly report will be your responsibility as a PI. You will receive guidance soon on how to prepare these reports. Final submission of all of UCSD’s ARRA-sponsored research must be received by the federal Office of Management and Budget (OMB) by the tenth day of each month following the last day of the quarter summarized in the report. Since the first such quarter ends September 30, 2009, the first report will be due October 5, 2009. We should note that failure to meet the reporting requirement may result in actions by the sponsoring agency to ensure compliance, including withholding funds and terminating the award. What is the frequency of Reporting? • Quarterly (3/31, 6/30, 9/30 & 12/31) • Quarterly reporting due regardless of when the ARRA awards received during the quarter • Final (reporting period end date shall be the end date of project/grant period)
When is the reporting required to begin? Initial reports are due October 10. Reporting is cumulative from enactment of the Recovery Act. How will recipients report? Report via www.FederalReporting.gov by ARRA Central Reporting Team Can Section 1512 reporting be combined with existing Federal reporting requirements? No, www.FederalReporting.gov is exclusively for Section 1512
Control and Accountability • No waivers to reporting will be granted • Non-compliance could be treated as a violation of the award agreement • Finally, all the information will be available to the public through www.Recovery.gov
Reporting on Jobs Creation • Prime recipients are required to report on all jobs they have created or retained as a result of the Recovery Act, by project or activity. • Jobs “Created” • New position that was added as a result of the ARRA funding and actually filled. • Only compensated employment is to be reported. • Jobs “Retained” • Those that would not be continued without ARRA funding.
Reporting on Jobs Creation (Contd’) • The number of jobs is expressed as full-time equivalents (FTEs): FTE = Total hours worked in jobs created or retained Number of hours in the full-time schedule. • This information will be reported as two separate fields – a numeric field and a separate narrative with an expanded description of the job creation and reporting methodology. • Quarterly reporting can be either a reasonable average of FTEs created or retained during the quarter, or it could be done at a single representative point in time.
Who is considered FTE? • Issue of Graduate Students and how to report them as an FTE. Our students are considered full time but only get paid 48.44%. If we have a full-time GSR on the project at the reduced % should we show them as a .50 FTE or as 1 FTE?
