TOTS Historical Background • Objective to provide a coordinated response by INERTANKO that will address increase in tanker accidents • Provide a level of comfort to Oil/Cos by a structured, controlled process to enhance competency based training & verification of understanding of compliance with today’s rules & regulations. • Ease compliance with Officer Matrix Requirements. • Provide comparable level of comfort that the team onboard will operate the tanker environmentally aware & safe. • The General Concept was endorsed by INTERTANKO Council (March 2007).

Stage 1 Completed • Develop- the standard & concept of TOTS. • Demonstrate Improved Standards • Show how it will fill the “experience gap”. • Show how it can be built around what exists today. • Show how it fits into TMSA and how TMSA can be used as part of the verifying process. • Show there is “no” conflict or duplication of effort. • Summarise how the system will work in practice.
Overview of Stage 2 TOTS contains Four Elements 1. TOTS: Company Based Training Record Books: Time in Rank & Time in Company 2. TOTS: Computer Based Assessment Time in Rank 3. TOTS: Company Verification/CBA Time with Company 4. TOTS: Ship Specific Practical Simulator Verification/Training Tanker Type Specific Time in Rank
What exists Today ?Statutory: Officer Entry Level Core Competency • Tanker Familiarisation Course: IMO Model Course 1.01 • This exists today and is a core competency based entry standard for a person coming into the tanker industry, it does not supply the required level of comfort
What exists Today? Statutory (Tanker Endorsements) STCW Reg V/1 2.2 Currently under review by the IIG & IMO; Expansion & Enhancement. • Currently the T/E does not supply the level of comfort • IIG Proposals to expand elements to shore staff • IIG Proposals to increase sea time requirements • TOTS is “not” a replacement Endorsement • TOTS is “not” an alternative Endorsement.
TOTS Voluntary: Time in Rank 3 x “Time in Rank” Training Record Books • 1A: Command Module (Master and Chief Officer) • 1B: Senior Engineering Officers • 1C: Junior Officer Tanker Module (Deck and Engine) Each also address The Human Element

2. TOTS: CBA - Time in Rank • CBA to verify candidates understanding of “Time in Rank” • CBA = 3000 Question Total Dataset • 18-20 CBA assessments each Record book • Final over-all CBA under exam conditions Follows The Candidate
3. TOTS: CBA - Time with Company • CBA based company verification process to verify candidates understanding of “Time with Company” (TMSA 3A Stage 4.0,3B Stage 3.4 & 6A Stage 4.2) • Tailor made Company Specific Change Company? Then Re-Train
4. Ship Specific Practical Simulator Verification/Training • Models of simulator standards • Simulator designed to TOTS standard by any externally accredited Maritime Training Centre • Trains & Verifies tanker type knowledge in three areas • Crude Oil Module • Product Module • Chemical Module • The training and experience gained in sections 1 & 2 is practically verified by simulator
Standards INTERTANKO Actively seeking approval of the TOTS standard by independent bodies: • Nautical Institute • Institute of Marine Engineers TOTS Completed 10th April 2008 TOTS Launch Date 21st April 2008
