Annual leave plan per employee compiled by divisional manager , approved by relevant Director and forwarded to Staffing practices Employee completes leave form and submits to supervisor for recommendation and approval Leave forms received by HO and RO’s HR components and captured in leave projection register Amendment to the annual leave projection plan forwarded to HO or RO Staffing practices Supervisor/ manager approves leave. Approval of Leave Projection Plan by HoD Supervisor/ manager records leave in leave register. Ad hoc and/or structured monitoring inspections done by Staffing Practices (Ho or RO) to establish compliance with the leave management directives and report to HoD. Staffing Practices (HO or RO) captures the leave form. Staffing Practices (HO or RO) provides managers/ supervisors with monthly leave management reports for reconciliation.

BACKGROUND • Auditor General’s Report : “Control policies and management of leave records pertaining to late capturing, late approval of leave as well as reconciliations was notadhered to during the financial year.” • LEGISLATIVE MANDATE : • The Public Service Regulations, 2001, as amended, V.F : • …”(b) record all leave taken by an employee accurately and in full…” • LEAVE MANAGEMENT PROPOSAL • Annual Leave Projection Plan per component • An annual leave projection plan for each division iro individual employees. • Forwarded to the relevant director for approval. • Copy forwarded to the Regional/ Head Office HR component for record purposes.

Annual leave credits and Previous credits • Amendments to be submitted • Inclusive of : • - Annual vacation leave; and • - Study/ special leave. • LEAVE REGISTER • Leave register mandatory per division/ office. • All leave (annual vacation leave, sick leave, incapacity leave (short and long periods), family responsibility leave, special leave, etc.), must be captured in the leave register. • Copy of the leave register submitted to the relevant HR Component • A monthly management report distributed to all components by HR

Supervisors shall verify the information : • PERSAL leave management report • i) HR Information statistics report • ii) Leave projection plan • iii) Captured leave in the leave register • GENERAL • Management of attendance of the employees during office hours at the workplace as well as the management of leave, remains the responsibility of every manager. • Auditing of compliance to the leave management plan will be conducted by Division : • HR Internal Audit, Directorate : Human Resource Management in coordination with Regional HR Components. • This however does not prohibit monitoring of compliance by Regional HR • components, by the Directorate : Revenue and Internal Control, or other structures of government.
