NSW SECONDARY PRINCIPALS’ COUNCIL Principal qualification, accreditation and selection processes July 2011 Chris Presland – NSW SPC DP
Qualifications • In essence our view is that a Principal’s core function is related to creating the conditions in which quality teaching is provided for every student. • Improving student learning outcomes is, and should be, front and centre. • A Principal must have been a teacher and have satisfied the credentials for being a teacher. Chris Presland – NSW SPC DP
Accreditation • High quality Principal Preparation based on educational leadership. • Principal preparation, ongoing development and program support based on National Principal Standards. • The voice of the profession essential. • Principal certification before appointment – maybe? Chris Presland – NSW SPC DP
Selection Processes • A much greater focus upon Principal Preparation rather than so much on Principal Induction. Both are essential. • On the job assessment as a part of the selection process or as a part of a pre-selection credential – maybe? • Current process – limited – concerns over panel composition and their understanding of the job. Chris Presland – NSW SPC DP
Hot issue – Performance pay Draft • We do not support one off bonus payments to teachers. • We do support performance based pay which is directly related to teacher / leader accreditation based on National Standards. • We support a promotional career path as a teacher as well as one for managers. • Incentive packages for hard to staff schools. Chris Presland – NSW SPC DP
