What will the FY 2011 Application Entail? • Assurances • LICC • Consent of Collaboration • Service Area Plan • Budget • Self Assessment • Initial IFSP • Transition • Maintenance of Effort (MOE)
Assurances • These are assurances that the service area will follow all Part C regulations, the State Plan and any other relevant regulations. • Found under “Other Important Information about the Early On Application” I-5. • Early On Coordinator and their supervisor must sign and date the assurances. • Mail to: PO Box 30008, Lansing, Michigan 48909; or fax to: 517-335-0592
Local Interagency Coordinating Council (LICC) • The LICC should have all required representatives. • A minimum of 20% parents is required to be on the LICC. • Fill in all pertinent information on the form.
Consent of Collaboration • Fill out all required information. • Each member should sign the form. • Mail to: PO Box 30008, Lansing, Michigan 48909; or fax to: 517-335-0592
Service Area Plan • The service area plan is documentation on the process and procedures of the 16 general components of the Part C system. • Under each component, check whether modifications have been made. • If modifications have been made, make changes in the document, noting where the new information has been added.
Budget • Refer to the Allowable Cost Guide dated: • Major changes: • Function code 212: FTC- costs associated with family training and counseling • Function code 212: SC- costs associated with service coordination • Function code 221: II- costs associated with improvement of instruction • Function code 283: PD- costs associated with staff and personnel services, including professional development • Function code 411: Payment to other public schools • Function code 440: Payment to other governmental and not for profit entities.
Self Assessment- Initial IFSP • 10% or a minimum of 10 files, whichever is greater; • Random, representative sample. • Answer all questions based upon the files; • Questions will address 2 SPP/APR indicators, Indicator 1- timely services and Indicator 7- 45-day timeline; • Additional question- when reviewing files if a child did not receive a required component, did that activity eventually take place?
Self Assessment- Transition • 10% or a minimum of 10 files, whichever is greater; • Random, representative sample; • Answer all questions based upon the files; • Questions will address 1 SPP/APR indicator, Indicator 8- 8a: transition plan, provided for all children exiting Part C; 8b: notification to the LEA; and 8c: timely transition conference; • Additional question- when reviewing files if a child did not receive a required component, did that activity eventually take place?
Self Assessment- Maintenance of Effort (MOE) • Part C Statute and Regulations 34CFR §303.124(b) Prohibition Against Supplanting: “…the total amount of State and local funds budgeted for expenditures in the current fiscal year for early intervention services for children eligible under this part and their families must be at least equal to the total amount of State and local funds actually expended for early intervention services for these children and their families in the most recent preceding fiscal year for which the information is available.”
MOE Cont. • What to include: 1) Funds that were budgeted for Birth to Three at the ISD for 2009-2010; 2) Funds that were budgeted for Birth to Three by partner agencies for 2009-2010.
