Value Chain • Xoserve would like to propose an approach to further aid the development of the Performance Assurance Framework. • The approach is based on Xoserve’s experiences in the development of business rules and logical analysis for the UK Link Programme. • Our proposal is to develop a ‘value chain’ for Performance Assurance. First of all we would like to develop this at level 2 but then down to levels 3 and 4. • To develop this approach it will involve creating the first level with the Workgroup during an interactive workshop. • Xoserve will provide the business knowledge, facilitator and process modellers. The workgroup will provide the requirements.

Benefits • The benefits of the approach include: • Documented rules and associated relationships • The true requirements are established • Relationship mapping of business rule ensures any change is fully assessed • Supporting process flow diagrams are available and visible to all • Once developed the whole arrangement is fully maintained and can continue to do so through the arrangement lifecycle • The detailed business rules naturally fall out for Mod development and process and system development

Value Chain • I believe we can create the level 2 value chain in one meeting, therefore would like to propose that the June meeting be used for this purpose. • Once the first level is developed the lower level falls quickly into place but further workgroups may be required to complete • The following slide shows the Xoserve value chain at Levels 1 and 2
