What is an European Standard European Standard (EN): - high relevance- often referenced in European or national laws- used as the detailed technical requirements Participation of all stakeholders: - authorities- users- manufacturers - represented in each national committee- voting for acceptance by national committees

  4. Why an European Standard ? Available standards / requirements for alcohol interlocks: - in several points weak or not clear - not the actual state of the art Experience in North America: - insufficient technical performance impairs the image of alcohol interlocks and (new) drink-driving-offender programs Laws / regulations / users in European countries: - official European or international document necessary for reference

  5. Cenelec Committee BTTF 116-2 on „Alcohol Interlocks“ • Convenor: Johannes Lagois • - Participants: Belgium, Finland, France, Germany, Netherlands, Norway, Spain, Sweden, United Kingdom

General approach European Standard: - only technical tests and requirements for type testing- no certain technical solutions required (e.g. type of sensor technology)- but performance requirements (e.g. cross sensitivities, long term stability) National regulations: detailed settings for: - limit value of ethanol concentration - activation of retests

  7. EN 50436-1Alcohol interlocks - Test methods and performance requirements Part 1: Instruments for drink-driving-offender programs November 2005: officially published

  8. prEN 50436-2 Alcohol interlocks - Test methods and performance requirements Part 2: Instruments having a mouthpiece and measuring breath alcohol for general preventive use May 2007:- final draft finished by committee- Cenelec voting until September 2007- votes (yes/no) of allCenelec members

  9. prEN 50436-4 Alcohol interlocks - Test methods and performance requirements Part 4: Connectors for the electrical connection between the alcohol interlock and the vehicle March 2007:- draft officially published (connector types and pin assignments)- Cenelec enquiry- 6 months for comments of all Cenelec members October 2007:- discussion of comments
