  1. Standard 6 All Staff Communication • Why use a collective measure? • How was SPF (School Performance Framework) Rating Determined? • Process for finalizing the rubric?

  2. October Communication To All Staff • As we work this year in assuring that the School Performance Framework is a fair and valid measure for Standard 6 and Standard 7, the measure will not have a negative impact on evaluations this first year of implementation.

  3. Why Use a Collective Measure? • Collective measures serve as a way to focus the whole school on improvement areas and create a shared sense of accountability. • Measures for Standard 6 should be comprised of both collective and individual measures.

  4. The 3 factors included in equalizing the SPF score • Free/Reduced Percentage • Mobility Rate • Minority Rate

  5. Free/Reduced Percentage vs. SPF High School Elementary Middle School

  6. Mobility Rate vs. SPF HighSchool Elementary Middle School

  7. Minority Rate vs. SPF High School Elementary Middle School

  8. So…The Formula… took each of the schools average rates and multiplied by the factor calculated by the line of best fit… then added all these factors to the schools SPF score earned according to the state: Elementary school Adjusted SPF = School SPF+(School F/R)*0.3427+(School mobility)*0.7744+(School Minority)*0.2929 Middle school Adjusted SPF = (School F/R)*0.2762+(School mobility)*0.8376+(School Minority)*0.1647+School SPF High school Adjusted SPF = (School F/R)*0.2533+(School mobility)*0.8559+(School Minority)*0.2593+School SPF

  9. There were schools that had “good” demographics, they couldn’t gain enough points that no matter their scores on the SPF, even a 100, they could not score a 4… ***In an Elementary school, you have to score a 122.35 to earn a 4, unless you gain at least 23 points, you can’t earn a 4***The solution: Create a cut off scores according to the state SPF bell curve to ensure a possibility of a 4 The Problem : and solution • Elementary School • 4: An SPF above a 91 • 3:An SPF between a 75.5 and 90.9 • 2: An SPF between a 70 and 75.4 • 1: An SPF below 70 • High School • 4: An SPF above a 91 • 3: An SPF between a 78.5 and 90.9 • 2: An SPF between 72 and 78.4 • 1 An SPF below a 72 • Middle School • 4: An SPF above a 91 • 3: An SPF between a 76.5 and 90.9 • 2: An SPF between 66 and 76.4 • 1 An SPF below a 66

  10. Converting your adjusted SPF to a score (1,2,3,4)***Using the Bell curve for all schools in the state of Colorado*** • You will receive a score of a 4 if your adjusted SPF score is more than 1 standard deviation above the median (that equates to about 15.8% of the schools in the state of Colorado ) • You will receive a score of a 3 if your adjusted SPF score is within 1 standard deviation from the median.(68.2% of Colorado Schools) • You will receive a score of a 2 if your adjusted SPF score is below 1 standard deviation from the median, but above 2 standard deviations from the median. (13.6% of Colorado schools) • You will receive a score of a 1 if your adjusted SPF score is below 2 standard deviations from the median. (2.2% of Colorado Schools)
