Establishment of End-to-End Early Warning System for Tsunamis and Extreme Weather Hazards for Disaster Preparedness and Mitigation in the Indian Ocean and the Southeast Asian Region ADPC – IOC Meeting March 26, 2007 AIT, Bangkok, Thailand
Hazards in Southeast Asia and the Indian Ocean Regions • Earthquakes and Tsunami • Volcanic Eruptions • Extreme Weather Related Hazards • Typhoons • Flashfloods • Landslides • Storm surge
Project Components • Tsunami Watch Provision • Regional Research Support for Severe Weather Forecasting • Capacity Building of National and Local Institutions in Warning Communication, Emergency Response, Disaster Preparedness and Mitigation
Bangladesh Cambodia Lao PDR Maldives Myanmar Philippines Shri Lanka Thailand Vietnam Participating Countries
Strategy for Building the Monitoring System • Establishment of 15 Primary Broadband Stations in Member Countries • Use existing Broadband Station to Compliment the Primary Stations • Use Existing Sea Level Stations from GLOSS and Member Countries • Establishment of a 24x7 Data Center at ADPC (For Tsunami and Extreme Weather Monitoring)
Virtual Seismic Network • IRIS/IDA • GSN • ORFEUS • USGS • National Centers

Types of Information • EQ Bulletin • Tsunami Alert • Tsunami Watch • Tsunami Warning • With Evacuation • No Evacuation
Important Requirements • It should compliment existing Regional TEWS (PTWC, NWPTIC, IOTWS) • It should be Sustainable • Include warning for frequent hazards • Typhoon Forecasting • Flashfloods and rainfall triggered Landslides • Extreme Climate Forecasts (El NINO and La Nina) • participatory • Local Technicians will maintain stations in their respective countries • Permanent personnel should be from the region • Experienced Seismologist and oceanographers form National Centers in the Region will be engaged on secondment basis • National centers should also received all the monitoring data on very near real-time • It should be End-to-End • Build the capacity of NTWC’s and NDMO’s • Community Level Preparedness
