Purpose of the RFP • The purpose of this RFP is to select a vendor that can satisfy the State’s mandatory requirement for both a paper-based and computer-based High School Equivalency Assessment (HSEA). It is the intent of Department of Workforce Development and the Department of Correction to contract with a vendor that provides quality High School Equivalency Assessment (HSEA) for Department of Workforce Development and the Department of Correction.
Key Points of 1.4 Summary Scope of Work • Commercial-off-the-shelf, High School Equivalency Assessments in paper based and computer based formats by January 2, 2014. • The proposed assessment must meet Indiana Academic Standard as stated under IC 20-31-3. • Both a PBT and CBT version of the proposed test must be available through a variety of testing sites using existing resources and technology. • Registration, (including batch registration) and Scheduling processes are requested.
Key Points of 1.4 Summary Scope of Work • Data regarding examinees and their exams for the State of Indiana is and shall remain the property of the State of Indiana. • Scoring shall be electronically available for both PBT and CBT; transferred securely; available to State via daily transfer. • Work with the current credentialing vendor, Lilac LLC.

Cost ProposalComparative Scoring Methodology • Cost scores will be normalized to one another, based on the lowest cost proposal evaluated. The lowest cost proposal receives all of the available points. The normalization formula is as follows: • Respondent’s Cost Score = (Lowest Cost Proposal / Total Cost of Proposal) X 15
Proposal Preparation • Buy Indiana, Business Proposal 2.3.14 • Status shall be finalized by proposal due date • 5 definitions, details provided in Business Proposal • Indiana Economic Impact, Attachment C • Definition of FTE (Full-Time Equivalent) • One (1) FTE equals one (1) Indiana resident fully engaged in the execution of activities or services germane to the scope of work included in this solicitation and the resulting contract; forty (40) hours a week, fifty-two (52) weeks a year. The aggregate time of partially committed employees also counts towards a respondent’s total FTE count. Examples: Two (2) resident employees who individually spend 20 hours per week on the performance of this project count as one (1) FTE. A resident employee spending 30 hours per week on this project counts as .75 of a FTE. • Example: If your company is awarded 5 contracts with an equal amount of commitment from an employee, then they only commit 20% of his or her time to the contract resulting from this RFP. Therefore this employee is only worth 0.2 FTE, not 1.0, for RFP 13-96. • When completing multiple IEI forms, there should be no overlap of an FTE across categories and forms. For example, if one FTE will be supporting three product categories, the reported FTE for each category and form should be 1/3 FTE.

Minority and Women’s Business Enterprises • Effective May, 2011, a new MWBE scoring methodology will be utilized for all RFP’s released • New Process – MWBE scoring is conducted based on 20 points plus a possible 2 bonus points scale - MBE: Possible 10 points + 1 bonus point - WBE: Possible 10 points + 1 bonus Point • Professional Services Scoring Methodology: - The points will be awarded on the following schedule: - Fractional percentages will be rounded up or down to the nearest whole percentage - Submissions of 0% participation will result in a deduction of 1 point in each category - The highest submission which exceeds the goal in each category will receive 11 points (10 points plus 1 bonus point). In case of a tie both firms will receive 11 points
