Overview • Project replaced the legacy WIC IT System that distributes over $37 million in food aid to young mothers and children in New Mexico • Regional Project with Texas, Louisiana, New Mexico, Isleta Pueblo, and Cherokee Nation • New Mexico WIC leveraged the Texas WIC RFP, pricing, and the Regional Solution. NM DOH has contracts with the vendors – Electronic Benefits Transfer (EBT) and Management Information System (MIS) • NM WIC worked directly with 2 Independent Tribal Organizations (ITOs): Pueblo of Isleta and Cherokee Nation during the Project as part of the overall project
Lessons Learned Member of regional solution where benefits included new application and technology; review of policies and update of processes with alignment at Regional Level; economies of scale, and lessons learned from other members for pilot and deployment Ongoing reminders to Texas, vendors, and others for the inclusion of NM and ITOs and the regional approach Deployment coordination to 70 NM WIC Offices by Regional IT for installation of peripherals with over 180 users – each office and each user workstation needed to be visited Network performance review started early, continue working with DoIT and communication companies, and monitoring schedule. WIC funding for many of the upgrades and improvements Involved project sponsorship from IT and Program helped New Mexico be a regional leader in many areas
Benefits • Deployment as enterprise Web-based system and Comprehensive Clinic and Participant case management system • Automated infant and child growth chart plotting and pregnancy weight gain grids and for the calculation of body mass index (BMI) • Supporting the ability to tailor Participant food packages to meet specific Participant nutritional risk needs (“Automated” food package selection improves data accuracy and reduces the time required to select the correct food package) • Availability of a Participant history to support improvements in measures of outcome and accountability • Enhanced ability to conduct nutrition or health surveillance and support for referrals • Enhanced reporting and ad hoc query capability; Strengthened audit trails, quality assurance and fraud and abuse prevention and detection • Data edits reduce the likelihood of participant data collection errors at the clinics. • Streamlined processes for Food Redemption, Settlement and Reconciliation • Enhancements at the State Office level for more effective and efficient grocer compliance, financial and EBT management, and operations management
